If you make it through the entire Kortz Center Heist without getting spotted I think you should be rewarded with having NO wanted level when you leave. Just have the cops around the premises but if you leave without getting spotted then no wanted level. Because how in the fuck would they even know you were there if you were NEVER SEEN!? They have no idea who to track. Would make full stealth feel WAY more rewarding.

Going toward that scene in the dark, not knowing whether the shooter was still there, and then working to keep the wounded alive is what we ask of our first responders.
