🏡 Veterans policy as a strategic priority for Ukrainian communities In frontline communities, development strategies are impossible without attention to veterans and their families. In the Mishkovo-Pogorilivska community, hundreds of residents are serving in the military — and returning to civilian life is becoming a new challenge. Some veterans do not see themselves outside of service. Others are searching for new opportunities — but expect decent conditions. That is why the community created a veterans’ space and is working to understand the real needs of defenders. 🗨️ “A veteran who returns to his community and who was successfully engaged in business before serving will not agree to work, say, as a veteran’s assistant with a salary of 20,000 hryvnia (~$470). We are studying such problems through our public organization ”Veteran Space,” which was created by military personnel released from captivity and their wives. 📓🔄 “We changed the strategy because reality was changing”: how Ukrainian communities plan amid uncertainty Communities usually draft strategies imagining a stable future. But what happens when the future is constantly uncertain? 📑 In 2024, the Bilozerka community in Kherson oblast prepared its first development strategy — only to face a frontline advance that forced a complete reassessment. Other communities faced similar challenges. 🏭 In Shevchenkivska, residents resisted a plant for recycling war debris despite planned investments and road repairs. These experiences showed that strategy isn’t just about economy or infrastructure — it’s about trust, communication, and people’s readiness for change. A study even revealed a budget misconception: residents thought agriculture was the main revenue source, but 70% came from industry. 🧑‍🏫 From consultations to decisions that transform communities The Podil Human Rights Center (PHRC) has been working since 1995. It was founded by seven enthusiasts of professional lawyers and law students with a simple idea: to explain people’s rights to them. Over time, the Center has grown into a strong human rights and advocacy organization that helps not only individuals but entire communities. 🎨 In 1998, PHRC’s research helped stop the closure of art schools in Vinnytsia. 🌳 In 2007, it protected the historic Turbiv Park from development and helped secure its status as a protected natural monument. These are classic examples of advocacy: facts, research, dialogue, and persistence rather than loud slogans. ⚖️ A key focus of PHRC’s work is free legal aid. ⚖️ Chernihiv Public Committee for the Protection of Human Rights: 26 years of helping those in need 👥 A small team of ten professionals works not only in the Chernihiv oblast but also covers the Sumy and Kharkiv oblasts. At the same time, assistance is available to people from any region and even from abroad, regardless of place of residence, status, or income. 🗨️ “We provide over 1,200 legal consultations per year. In terms of secondary legal aid, this translates to a 90% success rate in court cases. We also have a number of successful cases in the European Court of Human Rights,” says Iryna Biryuk, a lawyer with the Chernihiv Public Committee for the Protection of Human Rights. People most often learn about the organization through direct communication: during legal awareness events, from government institutions, or through recommendations from those who have already received help. Trust and real results are the best calling card of the Chernihiv Public Committee for the Protection of Human Rights. 👩‍🏫 Flexible funding from @GlobalGiving in 2025 became a guarantee of continued stable work for the organization. 💛 When help finds a way even where there seems to be almost none. In frontline communities of the Kherson region, every request for assistance is not just an appeal — it is a challenge. Especially when it concerns a child with a disability and a rare rehabilitation device. 🔗 The Link platform brought together those who were looking for a solution and those who were ready to help. This is how a 4-year-old child received gait trainers — something the family had been unsuccessfully trying to find for two years. 🤔 What does community resilience look like in a country at war? 💙💛 In Ukraine, it means planning not only for survival — but for recovery, governance, and future growth. Over the past three years, the Legal Development Network, together with @people_in_need and with the support of the UK Government @UKaid, has worked alongside frontline and de-occupied communities to strengthen local capacity under extraordinary conditions. 📋 At a recent closing meeting, representatives of three communities in southern Ukraine reflected on what this collaboration made possible: 📌 Long-term recovery planning in crisis settings 📌 Access to essential public services 📌 Community safety and risk awareness 📌 Data-driven coordination and partnerships One of the greatest challenges remains human capital loss due to displacement. 🤝 The Centre for Support of Local Initiatives, a member of the Legal Development Network, has long been supporting internally displaced persons in the Dnipropetrovsk oblast of Ukraine as they adapt to new lives. ✨ The Local Initiatives Support Center is a member organization of the Legal Development Network that works with internally displaced persons (IDPs) in the Dnipropetrovsk oblast — one of the regions hosting the largest number of displaced people in Ukraine. The organization helps IDPs regain control over their lives through a comprehensive approach that combines legal aid, psychological support, and employment assistance. ⚖️ Chernihiv Human Rights Protection Committee: 26 Years of Helping Those in Need During the war, gender-based violence becomes less visible — and more dangerous. Fear and pressure often prevent survivors from seeking help. 💼 The Chernihiv Human Rights Protection Committee (CHRPC) provides comprehensive support, combining legal aid with psychological, medical, and humanitarian assistance. 🎞 In this series of illustrations, we tell the story of Yaroslava – a young woman who, after successive forced relocations, is trying to find stability in a new city. Her ordinary day suddenly turns into a distressing experience when an aid worker tries to abuse her vulnerability, but reaching out for support helps her regain a sense of safety and control. 1⃣ Yaroslava has gone through two forced relocations because of the war. She is trying to find stability in a new city. One day, she visits a humanitarian doctor at a community centre visited by aid organizations. 2⃣ After the consultation, Yaroslava notices a new follower on TikTok: it is the aid worker who helped her, the same doctor, whose name is Maksym. He behaves politely and invites her for coffee. Yaroslava thinks Maksym seems pleasant and charismatic, so she agrees. 3⃣ At the café, Maksym becomes overly persistent: flowers, compliments, and insistent touches. This starts to worry Yaroslava. What was supposed to be a simple meeting suddenly feels unsafe. 4⃣ In the evening, Yaroslava shares her experience with her mother. Her mother tells her that this behaviour is not appropriate for an aid worker, and together they call the reporting organization’s hotline. The hotline worker supports her. She realizes she doesn’t have to deal with her feelings alone. 5⃣ After the call, Yaroslava feels she did the right thing: she was supported and received information about accessing psychological help. ⚖️ Zaporizhzhia NGO STEP Turns Free Legal Aid into Courtroom Victories After the full-scale war, thousands lost homes and documents, and access to archives from occupied territories became impossible. Without property registration, compensation is often denied. 👩‍⚖️ In Zaporizhzhia, attorney Mariia Cherep handles these cases through NGO STEP, supported by @GlobalGiving and the Legal Development Network. This funding allows the team to provide full legal support, not just consultations. 🏠 Key work includes defending property rights in court, helping people file lawsuits when administrative routes fail — with growing positive outcomes in Zaporizhzhia. 📑 Other assistance covers pensions, mobilization issues, family matters, inheritance, and establishing legal facts. 🤝 Beyond advice, Mariia prepares documents, represents clients in court, and runs legal awareness sessions in relocated communities — made possible thanks to GlobalGiving’s support. “We receive stacks of rejections from the state registrar. Then we help people prepare documents to file lawsuits. ❄️💫 We begin the year with support. During the full-scale invasion, we need it more than ever. The people who are close to us are its source. They give us the strength to endure and to live. 🎬 We are sharing a video by our member organization, the charitable foundation “Right to Protection,” created as part of the information campaign “People Are the Support.” Its aim is to show that despite different experiences, pain, and trials, we are all united by the need for support. 🏘️ The return of veterans is not only about individual adaptation — first and foremost, it is about the readiness of communities. This is the key emphasis of the two-year experience of the Vidnova project, which demonstrated that systematic advocacy, partnerships, and strategic planning can change the approach to veteran policy at the local level. Advocacy has become not a standalone activity, but a cross-cutting process — from research to the implementation of practical solutions. Communities have received tools to shape veteran policy, including a checklist for establishing veteran spaces. The experience of the Tlumach community proved that local strategies, targeted programs, and veteran spaces can become real pillars of support for veterans and their families. At the same time, advocacy helped identify systemic challenges — in the work of veteran support specialists, interagency cooperation, and regulatory frameworks. 💼 A separate focus is the development of veteran entrepreneurship: comprehensive support programs deliver not only business outcomes but also contribute to the social integration of veterans. ⚖️ When the law is not just a formality, but real support. For 15 years, the Podil Legal League NGO from Khmelnytskyi has been helping people facing difficult life circumstances. During the war, this assistance became critically important — for service members and veterans, families of the fallen, internally displaced persons, and survivors of domestic violence. 👥 Behind the organization is a team of professional lawyers and advocates who take on complex and long-term cases, prepare legal documents and requests, and represent clients in court. Each month, they provide 75–85 individual consultations and dozens of cases where people are not left to face their problems alone. 📚 Another extremely important direction is legal education and training. The Podil Legal League works with students, IDPs, people with disabilities, and military families — explaining complex legal issues in simple language and teaching people how to protect their rights. They also work to improve the system from within. In 2025, the NGO’s Executive Director, Anastasia Ploschynska, conducted five training sessions for about 100 patrol police officers. These sessions covered proper responses to domestic and gender-based violence, children’s rights, police authority limits, and interaction with guardianship bodies. Correct decisions in such situations often determine the safety and lives of people. ✨ The year 2025 was a serious challenge for the human rights sector due to the suspension of funding for many programs. One small action in one country can trigger large-scale change in another. This is the Global Domino Effect — and it is happening right now in Southern Ukraine. Sometimes, community recovery strangely resembles software development. You write the logic. Build the structure. Test the system. And then — an error appears. That’s exactly where young people in Novohryhorivka (Shevchenkivska community, Mykolaiv region) are right now — a village that was 90% destroyed during the occupation. Teenagers aged 16–17 have rebuilt 90% of the future youth center with their own hands. They cleared debris, renovated the building, restored the walls of what used to be a library — and created a space that will become a place of safety and growth for 100+ children from several neighboring villages.
