Looking only at fees, indexing tuition fees to inflation raises HEI income per cohort by £587m (from £12.45bn) with HMG picking up 19% of the additional cost (+£109m up from £2bn) and graduates the remaining 81% (£478m)

Before everyone starts asking about increasing the HE tuition fee, and who pays for it (obvs. important!), understanding the impact of the arbitrary fiscal rules that the Labour government has chosen to inherit is crucial. These limit almost all the options normally available.
