This is the Elephant habitat at Busch Gardens Tampa. A 2024 welfare complaint filed with USDA and AZA describes it as "surrounded on virtually all sides by roller coasters," with construction that made the ground of the barn shake. Busch Gardens calls this conservation. We're asking what that word means for animals whose habitat borders a construction zone, not a savanna.
