There is literally no law that says the eldest son has to be the heir and then king. It’s just tradition. The word of the king is what is law. So yes Viserys I can in fact overturn a stupid tradition because his word is what is law. Therefore Rhaenyra is the lawful heir.

Rhaenyra certainly exists, but Aegon is the king’s eldest son. Tradition, Andal law and the Great Council all give precedence to sons over daughters. Viserys’s wish cannot overturn centuries of custom.
