LSPHCB Strengthens Nursing Workforce with Orientation Programme for Newly Recruited Nurses The Directorate of Nursing Services of the Lagos State Primary Health Care Board (LSPHCB) has organized an Orientation Programme for newly recruited nurses as part of efforts to strengthen the nursing workforce across Primary Health Care facilities in the state. The programme, themed “Professional Excellence From Day One,” was designed to equip the new recruits with the knowledge and guidance required to effectively integrate into the Primary Health Care system and deliver quality healthcare services. Led by the Director of Nursing Services, Nurse Anne Olasumbo Oyesanya, and her team, the sessions provided critical insights into expectations, responsibilities, and professional standards required for effective service delivery. Key areas covered included professional identity, scope and legal boundaries of nursing practice, emergency recognition, stabilization, and referral at the Primary Health Care level. Participants were also guided on professional conduct, accountability, and adherence to Public Service Rules, with emphasis on discipline, ethical practice, and patient-centred care. The programme further highlighted the vital role nurses play in advancing maternal and child health services, disease prevention, and community health promotion across Lagos State. PRESS RELEASE LSPHCB Permanent Secretary Meets Medical Officers of Health, Commends MR Vaccination Success The Permanent Secretary of the Lagos State Primary Health Care Board (LSPHCB), Dr. Ibrahim Akinwunmi Mustafa mni, has held a strategic meeting with Medical Officers of Health (MOHs) across the State as part of ongoing efforts to strengthen primary health care service delivery at the grassroots level. The meeting focused on enhancing the effectiveness, coordination, and overall performance of primary health care services in communities across all Local Government Areas of Lagos State. In his remarks, the Permanent Secretary commended the Medical Officers of Health for the successful implementation of the Measles-Rubella (MR) vaccination campaign. He praised their strong coordination, dedication, and unwavering commitment, which ensured wide coverage and impactful outreach throughout the State. Dr. Mustafa noted that the success of the MR campaign reflects the resilience and efficiency of the primary health care system in Lagos State, particularly at the local government level. The Permanent Secretary encouraged the MOHs to sustain the momentum by strengthening routine immunization efforts and deepening community engagement to improve health outcomes. LASG to Host National Vaccine Cost-Effectiveness Study The Lagos State Government (LASG), through the Lagos State Primary Health Care Board (LSPHCB), has approved the conduct of a National Vaccine Cost-Effectiveness Study in the State. The study will be led by the Health Policy Research Group (HPRG), University of Nigeria, Enugu Campus, in collaboration with the National Primary Health Care Development Agency (NPHCDA). According to the research team, led by Mrs. Ikeanyi Chinelo (HPRG, University of Nigeria, Nsukka, Enugu Campus), Imam Abubakar (NPHCDA, Abuja), and Mr. Adeniyi Adeneye (State Coordinator, NIMAR, Lagos State), the study titled “Enhancing the Use of Economic Evidence in Vaccine Policy Making in Nigeria” will evaluate the cost-effectiveness of selected vaccines, including measles, measles-rubella, meningitis, and malaria vaccines. "The initiative is part of a multi-country research project involving Nigeria, Kenya, and Zambia, aimed at strengthening the use of economic evidence in immunization policy, priority setting, and resource allocation". Mrs. Chinelo noted that the study will generate critical evidence to inform immunization financing decisions and programme optimization at national and sub-national levels. "In Lagos State, the research will include structured data collection from the State Primary Health Care Board, selected Local Government Areas across the three senatorial districts, which includes, Badagry and Alimosho (Lagos West), Lagos Mainland and Eti-Osa (Lagos Central), and Ikorodu and Somolu (Lagos East)—as well as selected Primary Health Centres, healthcare workers, and 390 households. She further stated that the research team has requested access to relevant agencies, LGAs, health facilities, and routine programme and cost-related data, assuring that the study is ethical, confidential, and non-disruptive to routine health services. Ethical approval has been obtained from the Lagos State Health Research Ethics Committee. In his response, the Permanent Secretary of LSPHCB, Dr. Ibrahim Akinwunmi Mustafa, mni, welcomed the initiative, describing it as timely and consistent with the State’s commitment to evidence-based decision-making in the health sector. He assured the team of the Board’s readiness to provide the necessary institutional support in line with approved ethical and data governance frameworks. Dr. Mustafa added that the study will strengthen immunization planning, sustainability, and efficient resource allocation in Lagos State, particularly as Nigeria continues to prioritize domestic financing for health programmes. He emphasized that the findings will support improved vaccine policy formulation and enhance service delivery across primary health care facilities in the State. IRISE NGO Pays Courtesy Visit to Lagos PHC Board … Seeks Strategic Partnership in Supporting Maternal Health and Sexual Reproductive Health The Lagos State Primary Health Care Board (LSPHCB), led by its Permanent Secretary, Dr. Ibrahim Akinwunmi Mustafa, mni, on Wednesday, February 25, 2026, received a delegation from the Initiative to Resist Institutional Slavery and Exploitation (IRISE), in a strategic engagement aimed at strengthening collaboration on Maternal health, Sexual Reproductive Health and Rights (SRHR). The meeting, held at LSPHCB Headquarters in Alausa, IKeja, had in attendance Director Medical Services, LSPHCB, Dr. Iwayemi, Mr. Emmanuel Daramola, Lead of the IRISE initiative, alongside Udoh Esther, IRISE Advocate and representative and Eseh Aliya, of the Monitoring and Enforcement of IRISE. During the meeting, discussion centered on importance of IRISE organization’s mandate, highlighting its interventions in addressing gender based violence, modern slavery, exploitation, and promoting sexual and reproductive health rights. The NGO also outlined its ongoing community based programmes and expressed its desire to partner with the Lagos State Primary Health Care Board in strengthening service delivery at the grassroots. In his response, the Permanent Secretary emphasized the importance of strategic partnerships in improving primary healthcare outcomes across the state. He encouraged the NGO to clearly define areas of collaboration that would support existing health and medical service programmes of the Board. The IRISE Lead representative, Mr. Emmanuel Daramola indicated the NGO’s interest in working closely with the Board on community outreach initiatives, awareness campaigns, and supportive interventions for vulnerable populations. Daramola disclosed that IRISE is a Women led civil society organization working to safeguard maternal health and SRHR programme supported by Amplify change, which seeks to strengthen community awareness, improve access to accurate information, and support health actors and stakeholders to respond effectively to the needs of women and girls. The team also discussed possible areas of support, which includes, health advocacy programmes, free HIV testing initiatives, donation of essential medical supplies, and nutritional support for indigent patients, while also exploring capacity building opportunities, particularly the training of Adolescent and Youth Friendly Health Service Providers and nurses on safe practices, rights based approaches, and referrals for mental health services. Speaking during a courtesy visit by MDoc, Dr. Mustapha welcomed the initiative and assured the organization of PHCB’s readiness to work together in promoting effective and sustainable healthcare delivery across communities. Earlier in the meeting, the Co-founder and Chief Executive Officer of MDoc, L. Nneka Mobisson, described the organization as a digital health social enterprise providing virtual healthcare support services. PRESS RELEASE Lagos PHCB Conducts Onboarding Programme for Newly Recruited Health Workers Under HOPE–PHC Project. The Lagos State Primary Health Care Board (LSPHCB) has commenced a comprehensive onboarding programme for newly recruited health workers under the Human Capital Opportunity for Prosperity and Equity – Primary Healthcare (HOPE–PHC) Project. The onboarding programme, which began on Friday, 13th February 2026, at the Lagos Chamber of Commerce and Industry (LCCI) Hall, Olowopopo Way, Alausa, Ikeja, brought together newly engaged healthcare personnel deployed across various Primary Health Care Centres (PHCs) across the State. The onboarding exercise is scheduled to conclude on Monday, 16th February 2026. In his opening remarks, the Permanent Secretary, Primary Health Care Board, Dr. Ibrahim Akinwunmi Mustafa, stated that the initiative forms part of the Lagos State Government’s strategic efforts to strengthen the primary healthcare system by investing in skilled manpower and enhancing service delivery at the grassroots level. He emphasized that the HOPE–PHC Project is designed to promote human capital development through structured capacity building, improved healthcare infrastructure, and the provision of quality healthcare services. According to him, the recruitment and onboarding of competent health workers remain critical to achieving universal health coverage and ensuring accessible, affordable, and equitable healthcare for all residents of Lagos State. Dr. Mustafa reiterated the Board’s commitment to continuous professional development, noting that the onboarding programme is structured to equip the newly recruited workforce with the requisite knowledge, skills, and orientation necessary to deliver efficient, responsive, and community-focused healthcare services. Addressing the new entrants, the Permanent Secretary charged them to uphold the highest standards of professionalism, integrity, and dedication in the discharge of their duties. He reminded them that as frontline healthcare providers, they serve as critical representatives of the Lagos State Government and ambassadors of the State Civil Service. He further advised them to demonstrate compassion in patient care, respect for constituted authority, strict adherence to Public Service Rules, and a strong commitment to teamwork.
