People will get distracted comparing one district to another. “Which has the higher fertility rate?” The far more important reality is this: only the top category (1.8 and above) even approaches the replacement rate of 2.1. Everything else falls well below it. Even in the best-case districts, fertility isn’t necessarily high enough to sustain the population. That’s what makes it so horrifying.
