There is no word "love" in the Bible's original text. It is phileo (general affection) and agape (a relationship between two people or two groups of people
Examples of agape are:
A king and his subjects
Husband and wife
Father and son
Pharisees and their subjects
God and His people
They all have a relationship (agape) with boundaries.
Both words were merged into one word English (love) which is basically general affection not agape. Gods "love" is agape.
Agape is the laws (agape) he writes on the heart . In Old Testament the law was on tables of stone...in the temple in the ark of covenant .
Now we are the temple....Our hearts are the ark . The word is written on fleshy tables of the heart (this is the new heart He gives to the sheep when He births them)
Ezekiel 36
A new heart also will I give you, and a new spirit will I put within you: and I will take away the stony heart out of your flesh, and I will give you an heart of flesh.
27And I will put my spirit within you, and cause you to walk in my statutes, and ye shall keep my judgments, and do them.
Hebrews 10:16
“This is the covenant that I will make with them after those days, saith the Lord, I will put my laws into their hearts, and in their minds will I write them;”
Hebrews 8:10
“For this is the covenant that I will make with the house of Israel after those days, saith the Lord; I will put my laws into their mind, and write them in their hearts: and I will be to them a God, and they shall be to me a people:”
2 Corinthians 3:3
“Forasmuch as ye are manifestly declared to be the epistle of Christ ministered by us, written not with ink, but with the Spirit of the living God; not in tables of stone, but in fleshy tables of the heart.”
The "love" sheep have is the agape He puts in their hearts. Its the law He writes on their hearts. Its how He loved Jacob (he gave him his laws) but he hated Esau (he didn't give Him his laws)
When we love our kids we enforce the rules. If we didn't care we would let them do whatever they wanted.
Romans 5:5
“And hope maketh not ashamed; because the love (agape/laws) of God is shed abroad in our hearts by the Holy Ghost which is given unto us.”
