The "guidance" was developed by The Key, a private company. It is not official guidance, and has nothing to do with government policy.
(It was set up as a funded DfE pilot in 2007, but the project was cancelled in 2008 and it continued as a private firm.)
Also, the "guidance" was written and published...in 2022, under the Conservative government.
