We must shift our focus to prevention and recovery rather than a housing-first model. The emphasis should be placed on getting poison like fentanyl off our streets, with harsher penalties for dealers, and on providing recovery resources for those who are addicted, disabled, or suffering from mental illness. Housing can no longer be the top priority, as it has too often enabled relapse rather than helping Oregonians break free from destructive cycles. As governor, I will treat this issue like the crisis it is. I will no longer settle for simply declaring states of emergency without demanding results. It’s time to protect Oregonians.
