I am not anti-density!
I am opposed to putting huge apartment blocks in empty farmland just as much as in big cities even though the former would still be low density!
And I am STRONGLY in favor of gentle density/efficient SFH type arrangements!
But we can do density without building monastic cells for godless societies!

@arpitrage there are also probably differences in measurement. Many people constantly traverse the exact routes given for the bridges/tunnels (one side to the other). the internal O/D pair travel times must rely more on estimation and interpolation.

One story to explain is it matters what people's options are, and what the pre-existing tolls were
Williamsburg and Queensboro did not charge tolls, so previously were frequented by some toll-shoppers. So more affected vs Queens-Midtown
NJ side can substitute to NJ transit

Day 3 of congestion pricing is similar
• Congestion from Jersey (Lincoln and Holland tunnel) down a l lot
• Some bridges (Queensboro) down; but others connections (Williamsburg, Queens-Midtown) ambiguous
• Little congestion decline in zone; some displacement on FDR

Large improvements in morning rush hour commute times into Manhattan as well. However, travel times *within* the decongestion zone are not affected. It could be much of this traffic was by residents within the zone anyway, who don't pay additional costs.

In an effort to be taken seriously as social scientists, planning scholarship spend too much time cranking out excessively narrow papers built around setting up a bad regression, and too little time on deep, qualitative descriptive studies that might be useful to practitioners.

maybe the defining feature of US governance is brawndo thinking. if an idea is intuitive or immediately appealing, it has momentum to roll for years, even when each individual involved can learn it's doomed by ten minutes of googling.

@CSElmendorf @mattyglesias I saw that the rents are like 90% of fair market value and tenants can earn up to 120% of AMI. I don’t know the details but seems less stringent than some density policies. You can also get a tax abatement.

Terrific @mattyglesias post contrasting L.A.'s ambivalence w/ Florida's enthusiasm about allowing more apartments.
But it doesn't mention that FL's "Live Local" law requires 40% of the new units to be deed-restricted middle-income housing.

Last week a judge allowed a lawsuit to proceed which seeks to reinstate the plan to charge vehicles traveling through parts of Manhattan after Gov. Kathy Hochul halted the plans in June. It’s been a long road to get a congestion charge in NYC with some plans dating back 70 years
