Potentially he has looted even more since the Tembisa Hospital scandal in 2021. Meaning that the SIU could have recovered only a fraction of his total proceeds of looting. Without being charged and arrested there is no real prevention of these Hosh Kari Dons from repeating their heists on new targets. Shame is not a real deterrent for the shameless and losing some money to the SIU years after the looting becomes part of the cost of corruption to the cartels and syndicates.

Anele Mdoda might have been the one who channeled resources and used her connection for the husband to get that PPE tender. She also needs to be investigated thoroughly.
