Leadership is often perceived as a static set of skills or characteristics that one either possesses or does not. However, this perception fails to capture the dynamic and context-dependent nature of leadership.  The description I use “Leadership is an improvisational practice that occurs in a group in a particular set of circumstances” encapsulates this complexity. So almost 60% of private schools are special schools, cf 10% of state. I guess this would help account for some of this difference. gov.uk/government/sta… That said, only 22% of private pupils appear to have an EHC plan (is my reading of the FT story). So 42% is still high.

42% of private school pupils in England get extra time in exams because of ADHD, dyslexia, or other diagnoses. FT’s article focuses on the difference vs state schools but their numbers are also crazy high. This is a serious cultural defect, and not only in the UK.

Obviously Oxford is deeply emotional to many people close to power in Britain. And Bradford, sadly, and shamefully just isn't. So Oxford gets privileged treatment and thus prospers (not that this helps its people who don't own homes prosper) and Britain on whole is poorer for it.
