Reports indicate mass transfers to high-risk sites—often Basij or IRGC facilities—to be used as human shields, while unlawful mass killings continue inside regime prisons. All of these key prisons maintain active and dangerous Basij sections or affiliated forces that pose severe threats to political prisoners, including physical violence, intimidation, torture, and direct risks to life during crises. Targeted strikes on these regime prisons—particularly those holding large numbers of political prisoners—would disrupt these mass executions, neutralize threats from Basij elements within the facilities, and save innocent lives. The most critical prisons in Tehran Province (and nearby areas often linked to Tehran’s judicial system) include: • Evin Prison (notorious for political prisoners): Evin neighborhood, northern Tehran, Shahid Kachouyi Street. Coordinates: 35.796°N, 51.384°E • Greater Tehran Penitentiary (Fashafouyeh / Tehran Central Prison): Old Qom Road, Hassan Abad Police Station, Charmshahr Road, Km 5, Bijin Industrial Town. (Holds many political prisoners alongside others.) Coordinates: 35.3625°N, 51.3200°E • Qarchak Women’s Prison (Varamin area): Qarchak, south-east of Tehran. (Known for severe violations against women political prisoners.) Coordinates: 35.468°N, 51.557°E • Ghezel Hesar Prison (Karaj area): Ghezel Hesar, near Karaj (northwest of Tehran). One of the largest prisons, holding thousands including political cases. Approx. 35.85°N, 50.95°E • Gohardasht Prison (Rajai Shahr): Gohardasht, Karaj (approximately 20 km west of Tehran).
