Rayquaza doesn't get to do that, she just makes sure to bonk the big rocks before they hit the world.

@LockingYourAir Funny enough, it's the reason she uses her human vessel to wander amongst her creations.
Plus working as a human gives her something to do that lets her impact the world in a normal manner.
