@CarlJWhyte @NewtonEmerson Exactly. Works fine for the top end of the market. As soon as the potential buyer pool is reduced to those who are highly price-sensitive, or the area doesn’t support high value properties (ironically, the areas most in need of better housing), it all goes tits up.

@NewtonEmerson Doubt it. Basically a new homes water levy. Might work in areas of high demand/price where cost can be passed on to buyers but they’re largely developed.
