After seeing Hon. Rebecca Kadaga’s post about what she called a “dragging party” for the newly elected Speaker of Parliament of Uganda Rt Hon. Jacob Oboth Oboth, I decided to research more about the practice. This is what I was able to find out. Dragging a newly elected Speaker of Parliament to their chair is actually a symbolic parliamentary tradition derived from the British Westminster system. The ritual represents the Speaker’s initial reluctance to accept the position. Historically, the Speaker’s role was risky because they were responsible for delivering Parliament’s messages and complaints to the King or Queen. If the monarch disliked the message, the Speaker could face severe punishment, sometimes even death. Because of this, newly elected Speakers would traditionally pretend to resist the appointment and be physically “dragged” to the chair by fellow lawmakers to show they were accepting the role under pressure rather than volunteering for it. Today, the practice is purely ceremonial and serves as a lighthearted tribute to that history. Once elected, the Speaker is gently escorted or symbolically dragged to the Chair by fellow legislators to officially assume office.
