The Education Act makes extra fees illegal, but the state funding makes school closure inevitable if they don't look for survival money. @BalaamBarugahar, you burn more than 1 million Shillings in premium fuel on a single afternoon V8 convoy trip to Namisindwa, how do you look a desperate headteacher in the eye and handcuff them for trying to keep the school from collapsing?
