Although organizers say all required paperwork was in order, customs officials allegedly demanded additional non-legally required documents, including a cooperation memorandum. Even after coordinators signed waivers and attempted to reroute the aid to Kosova 🇽🇰 in agreement with the donors, authorities continued to impose new administrative obstacles. The Albanian National Council argues the shipment was blocked not because of missing documentation, but because it was intended for ethnic Albanian communities in Presheva, Bujanoc, and Medvegja.
