BY THE NUMBERS: Ex-President Rodrigo Duterte's War on Drugs During his 2016 presidential campaign, former President Rodrigo Duterte vowed to eliminate the country's problems with illegal drugs and corruption within three to six months of taking office. In July 2016, the Philippine National Police (PNP) launched Oplan Double Barrel, a nationwide anti-drug campaign. It consists of Oplan High Value Target, which targets drug syndicates, and Oplan Tokhang which involves house-to-house visits by police to persuade drug personalities to surrender. According to data from the Philippine Drug Enforcement Agency (PDEA), more than 6,000 individuals were reported to have died during anti-drug operations under Duterte's administration from July 2016 to May 2022. Despite his initial timeline, Duterte later acknowledged that the drug problem was far more entrenched than anticipated and admitted that he had been mistaken in believing he could resolve the country's drug crisis within just a few months.
