New sewage system was also built in Mogadishu, according to stats 40% of children were suffering from Gastroenteritis. Sophisticated sanitary sewage pipes and storm water drainage systems were installed all over Mogadishu. The following were built First phase of a Master Plan for sewerage and storm water drainage works in Mogadishu, Components include: 1) Main sewers, laterals, rising mains, pumping stations, a sewage treatment plant and a sea outfall. 2) Main and secondary storm water drainage collectors in the city a pumping station and sea outfalls.

Ethiopian backed assassination attempt on Aden Adde in Hargeisa 1962. 5 men had attempted to assassinate Aden Adde on a visit to Hargeisa. The 5 men possessed leaflets appealing for northern secession. The assassination plan was masterminded by the Ethiopian governor of Jigjiga named Merane Menda.

In January 1968, former Somali prime minister and former Somaliland president Haji Ibrahim Egal went as far as endorsing the admission of Rhodesia into the OAU under Ian Smith’s white minority regime. By contrast, the anti colonial posture that Sheikh Mustafe attributes to Siad Barre is reflected in how early African leaders perceived him. Figures such as Idi Amin openly urged Barre to take the lead in organising military action against apartheid South Africa.

During the 1930s, Isaaqs refused to identify as Somali, claiming that prolonged residence abroad set them apart from other Somalis. Arguing that, just as Indians or Europeans who had lived in Africa for generations were not considered African, the Isaaq should not be classified as Somali. Former Governor of British Somaliland, Vincent Glenday, remarked that “the Isaq have reached the ridiculous position of rejecting their own kith and kin.”

In 1959, The Daily Telegraph reported that the entire British Somaliland Legislative Council was either fully or semi-illiterate. The perception that southerners were less qualified than northerners was one of the driving factors behind secessionism. Due to the Sayyid’s legacy and his campaigns against the British, northerners became hostile to all forms of education. As a result, the British hired Kenyans and Indians as civil administrators in the protectorate. By 1958, Indians held all the key posts in the British Somaliland Protectorate, and not a single Somali served as a minister. Unlike the north, where Christian missionaries were present but produced no Somali civil administrators, southerners did not convert to Christianity yet nevertheless took advantage of administrative opportunities between the 1940s and 1960s. As a result, the south developed a class of educated individuals who entered the civil service, a development largely absent in the north.

By the end of 1989, an estimated figure of approximately 5,000 deaths in northern Somalia had emerged as the broadly accepted consensus among mainstream analysts and political observers. However, media reporting increasingly shifted toward far higher estimates often ranging between 50,000 to 60,000 deaths. These figures were frequently justified through repeated citation of Rakiya Omar’s report, 𝘚𝘰𝘮𝘢𝘭𝘪𝘢: 𝘈 𝘎𝘰𝘷𝘦𝘳𝘯𝘮𝘦𝘯𝘵 𝘢𝘵 𝘞𝘢𝘳 𝘸𝘪𝘵𝘩 𝘐𝘵𝘴 𝘖𝘸𝘯 𝘗𝘦𝘰𝘱𝘭𝘦, which came to occupy a central position in post-1991 narratives. Rakiya Omar’s father, Abdullahi Omar, founded an Arabic news press ( Al Liwa ) in 1958 Hargeisa. The co-founder and editor in chief was Ahmed Jim’ale. Ahmed Jim‘ale was a founding member of the SNM and served as its first chairman. The editorial staff included Ahmed Yusuf Duaale, who was later convicted of attempting to sell state secrets to Ethiopia. Notably, online obituaries and biographical notices of Rakiya Omar’s father describe him as one of the pillars of the SNM. The preface to Rakiya Omar’s report states that it is based on interviews conducted with refugees in England, Wales and Djibouti. Rakiya Omar was denied access to refugee camps in Ethiopia. Interviews took place in Cardiff, home to the UK’s oldest Somali community, historically predominantly Isaaq. By contrast, the field investigation by Robert Gersony, which included visits to refugee camps in Ethiopia highlights a clear methodological divide. Gersony concluded that no more than 5 thousand people died. Rakiya Omar is related to journalist Rageh Omar.

Even northern residents attest to Morgan’s comparatively lenient policy. A local from Burco described him as a hero, crediting him with major developments in Hargeisa such as expanding access to water and electricity, after years of prolonged states of emergency.
