He even has a waste station on his property for dog walkers to grab a poop bag, but the person doesn’t use it. Since it had just snowed, he followed the tracks and found out it was a new neighbor. He grabs a poop bag, picks some up, and puts it on her doorstep. Petty or payback? I’d knock on the door and hand it to her myself.
