Population decline begins in every country that industrializes, because factories are built in central locations, people move closer to them to work, urban growth centers around industrial centers, cities grow, everything becomes more expensive, real estate is at a premium, healthcare improves along with the rest of tech so people live longer and fewer children die, etc. So Mom and Pop who had 12 kids on the family farm where as many as half of the kids died before they were adults and nobody was living to their 80s and there was room for all are now living in apartments in the city that cost way more per sq. ft., and the children are now expenses not extra hands helping with the family enterprise, and they're all staying alive, and grandpa and grandma do too, and maybe they're living with you in the apartment, and now there are too many people and not enough space and WHOOPS, we had a war and while the men were fighting women had to work in the factories so now the labor pool has doubled and the pay has been cut in half...etc. These are the forces that drive urban populations down. When nations industrialize, they essentially leave the medieval era. Yeah, there were fires and wheels and smithys and cobblers but there was no automation or mass production. Even now, good luck making a living in rural America. Unless you're in one of a handful of industries that thrive there, you've got to live in a metro area to make money. And metro areas multiply your expenses and lower the affordability of kids.
