Manitobans don’t elect MLAs to fight each other. They want us working together to find solutions. I’m once again urging Premier Wab Kinew to collaborate across party lines to address Manitoba’s affordability crisis. The premier does not need PCs to pass his budget to take PST off of Slurpees. He has a majority government. But families need more than pennies. That’s why Progressive Conservatives are calling to increase Manitoba’s basic personal exemption to $30,000. This move would save your family up to $250/month ($3000/year) on income taxes. For seniors, minimum-wage workers, and students making less than $30K in Manitoba, that means no more provincial income tax. Our PC MLAs are prepared to ensure that the NDP’s budget bill comes to a vote before the summer. All we’re asking for is the NDP to include a meaningful increase to the BPE.

On Tuesday, Progressive Conservative Leader @obbykhan60 was asking Premier @WabKinew questions about the government’s budget and spending estimates. Unfortunately, Kinew is not a serious premier. This is just an example of his everyday behaviour. The Opposition’s job is to hold government accountable on how they choose to spend your tax dollars. Manitoba has seen several violent home invasions over the last few months. Pukatawagan First Nation just last month was forced to go under lock down due to an armed home invasion. In September, Hollow Water First Nation witnessed a fatal stabbing rampage involving home break-ins by a perpetrator out on bail. Also last fall, Winnipeg saw armed attacks on an elderly couple in Garden City, as well as a home-based jewelry business in the Maples. That’s why Progressive Conservatives introduced a resolution urging Ottawa to amend the Criminal Code to clearly allow homeowners to use reasonable force to protect themselves and their families. Yesterday, Wab Kinew’s NDP rejected it. “This resolution calls for stronger protections for people defending their lives, the lives of their loved ones, and property,” said Borderland MLA Josh Guenter, who introduced the call. “Currently, self-defence is only argued in court after charges are laid, placing heavy emotional and financial burdens on victims of crime.” In recent cases, Canadians have faced serious charges after defending their homes: - In Lindsay, ON, a man who was charged with aggravated assault after stopping an armed intruder just had his charges dropped in Feb. 2026. - In Milton, ON, a homeowner charged with second-degree murder after shooting an armed intruder spent nine days in jail before charges were dropped five months later. “Homeowners should be able to use force—including deadly force—to repel home invaders trying to break into their homes and harm their loved ones,” said Guenter. “I’m disappointed that the NDP refused to support our common-sense PC resolution.” “The NDP’s soft-on-crime, catch-and-release bail policies are contributing to Manitoba’s crime epidemic.”

During Question Period on Thursday, PC Education Critic Wayne Ewasko raised concern about Winnipeg’s drug crisis reaching schoolyards. Teachers are resuscitating people on playgrounds. Children are stepping over people. While the justice minister responds by denying the whole thing, Minister of Families Nahanni Fontaine can be heard off camera spewing childish insults at MLA Ewasko. This is the type of daily behaviour that reports and op-eds about decorum don’t include. This is who Wab Kinew’s NDP are.

Today, PC Finance Critic Lauren Stone and House Leader Derek Johnson, wrote to Finance Minister Adrien Sala and NDP House Leader Nahanni Fontaine extending an olive branch. PCs are prepared to ensure that the NDP’s budget implementation bill comes to a vote before June. We’re simply asking the NDP to make a meaningful increase to the basic personal exemption. Our recommendation is to increase the BPE to $30,000, saving families up to $3000/year on their income taxes. The NDP are threatening to keep the Legislature sitting all summer unless PCs pass their budget. PCs are ready to work with the NDP to put their budget to a vote. All we’ve asked for in return is to include a meaningful raise to the basic personal exemption for Manitobans. Manitobans need real affordability relief, not more political games. Our Progressive Conservative plan would make the first $30,000 you earn tax free. This would save families up to $3,000 every year. That’s a lot of groceries. Manitobans who make $30,000/year or less—like minimum-wage workers and many seniors—would pay no provincial income tax at all. And the best part? This isn’t another government handout. It’s simply letting Manitobans keep more of their hard-earned money. That’s real affordability and the Kinew NDP aren’t even trying to work with us to get there.

I’m offering to work with Premier Wab Kinew to make your life more affordable. Without PCs’ cooperation, the NDP government will not be able to bring their budget implementation bill to a vote until the fall. Progressive Conservatives are willing to work with the NDP to bring their budget bill to a vote. All we’re asking is that they make a meaningful raise to the basic personal exemption—like $21,000. That’s a significant compromise from the $30,000 we’ve called for up to now. This move would save your family $1000/year—ten times more than Kinew’s junk food tax cut. And anyone making $21,000 or less per year (which is below the poverty line) would pay zero provincial income tax. The NDP can still cut the PST off junk food without the budget bill. Just like Greg Sellinger didn’t need a bill to raise the PST in 2013, and PCs didn’t need one to lower it in 2019. The premier can hurl whatever threats he wants. I’m willing to do whatever it takes to bring meaningful affordability to Manitobans.

The Manitoba government requires the cooperation of the Opposition to bring the budget implementation act (aka BITSA) to a vote this spring. Without PCs’ cooperation, the NDP government will not be able to bring BITSA to a vote until this fall. PCs are prepared to cooperate with the NDP to bring BITSA to a vote this spring if the government delivers a meaningful increase to the basic personal exemption amount as proposed by PCs. “This is about providing meaningful financial support to Manitoba families,” said Opposition Leader @obbykhan60. “Progressive Conservatives have been calling on the NDP to raise the basic personal allowance to $30,000. That would provide a family of four with an additional $3,000 in income tax savings each year. That’s an extra $250 on your paycheque every month.” Manitoba currently has the highest food inflation rate in Canada at 4.9%, making groceries increasingly unaffordable for families. Fresh and frozen meat prices jumped a shocking 12.6% compared to last year. PCs are committed to using every legislative tool in our power to secure higher paycheques for everyday Manitobans. “Many Manitoba families are at the breaking point,” said PC Finance Critic @Stone_Midland. “Groceries, education property taxes, hydro, MPI rates, gas prices, rent, and transportation costs are all going up and there’s no relief in sight. Wab Kinew is paying $36 million to a multibillion-dollar American firm — money that could have stayed local. Numerous local business owners raised concerns to me after the NDP chose to sign a deal with a US-owned firm and push Manitoba companies out. Despite knowing the real effects this move would have on Manitoba jobs and families, the NDP tripled their original $12-million contract to $36 million. And it’s clear from his answers today that Kinew does not take the issue seriously. Just a year ago, Kinew was telling Manitobans to buy local. The Premier of Manitoba should be setting the example. Instead, it’s elbows down. It’s time for the premier to start supporting our local economy by investing in Manitoba-made.

The stats are in: Manitoba families continue to face some of the WORST affordability pressures in Canada. With an overall increase of 3% from 2025, Manitoba is tied for the highest inflation rate among provinces. Food prices in Manitoba rose at 4.9% since last year, higher than anywhere else in the country. That includes groceries like: 🥬 fresh vegetables (6% hike) 🍗 chicken (9%) 🥤 non-alcoholic beverages like Bubly (10%) 🥩 fresh/frozen meat (11%) ☕️ coffee & tea (17%) And it doesn’t stop at the grocery store. 🍝 Manitoba saw the highest inflation rate for food purchased from restaurants at 5.2%. 🏡 Manitobans experienced the highest increase in shelter costs — including a 19.5% hike in property taxes, felt by homeowners and renters alike. 🧼 Costs related to personal care in Manitoba also saw the highest inflation at 4.3% — including soap, toiletries, and oral hygiene. “From groceries and restaurant meals to housing and property taxes, Manitobans are paying more for the basics than Canadians in any other province,” said PC Finance Critic Lauren Stone (@Stone_Midland). Taking 2 cents off of a bag of chips will not help families with any of these rising costs. You deserve real relief. That’s why Progressive Conservatives are proposing to make the first $30,000 you earn in Manitoba tax free. This simple PC move would save your family up to $3000 every year.
