Congratulations Morgan C. Osborn-Wotthlie, of Union Bridge in Carroll County, for winning the Marlin K. Hoff Maryland State Fair Scholarship. Morgan attends Messiah University majoring in Business Administration and Dance, with a minor in International Business. After graduation, she plans to return to New Zealand to further her education in Sustainable Agriculture. Morgan participated in the Maryland State Fair Dairy division.
