It’s nothing to do with jurisdiction of CIA. They can’t operate in the states as the National Security Law specifically prohibits.

After returning to the USA, I can still say that China is 50 years in the future EVEN as I see that they have not solved all their own internal problems. Furthermore, the Chinese people are happy with their government. I don’t know any American who has been able to truly say that regardless of who was president in the last 20 years. But we can change and in 20 years we could accomplish something good—if we wanted to.
