The "3-2-1 lottery" proposal, named to represent the number of lottery balls per team, would expand the lottery from 14 to 16 teams. Teams that do not qualify for the playoffs or play-in tournament but stay out of the relegation zone (spots four through 10) would receive three lottery balls each. Teams with a bottom-three record -- the relegation zone -- would have just two lottery balls but have a floor of the 12th pick while the rest of the 13 lottery teams could fall as far as the 16th pick. The 9th and 10th play-in seeds in each conference receive two lottery balls each while the losers of the 7-8 play-in games receive one lottery ball each. In addition, no team would be able to win the top pick in consecutive years or be able to win three consecutive top-five picks. Teams also would not be able to protect picks in the 12 to 15 slots going forward.

To me, this is a step in the right direction from other proposals, but it still feels very incomplete and not all that great. While it incentives winning in the sense of not finishing as a bottom three team, it severely limits actual bad teams from having a chance to improve.

The NBA's newest NBA Draft '3-2-1' proposal from @ShamsCharania: - 16 teams in lottery with flattened odds - Relegation zone for bottom three teams; fewer lottery balls for No. 1 pick - Teams 4-10 in lottery get 3 balls each - Relegation area (1-3) receive 2 balls but cannot fall past 12th pick. - 9th and 10th play-in seeds get two lottery balls - Losers of 7-8 games get one ball - No team would be able to win the top pick in back-to-back years. - Teams cannot win top-5 pick in 3 straight years - Teams can no longer protect picks in the 12-15 slots

@AyoBigtalkzu He's still ass. A dunk doesn't change that. He played well. But he's bled value the whole series so far apart from bits of game 3 and 4. What I said stands. He's one of the worst rotation players in the league.

@GreatWhite85 @OMagicGuru Cade dropping 39 in a game where the pistons never had a lead is probably the worst look u guys could have. Ur only bet is to either overplay defensive players that can’t shoot, or play shooters that can’t defend. Cade will get his, but that doesn’t mean anything

@CEtalks @will_nba_hater That’s why I have heavy faith in the squad. I don’t think game 1 was close to a fluke, we didn’t even have any egregious magnet ball going and we still never gave up a lead. I just think the team knows how to exploit Detroit’s flaws. Bad news for them if they lose tmr
