@KMMMMT5 Tensura has always been more about the story, yes sometimes it feels like it drags on(s3 first 6 ish episodes) but that only makes the fights feel worth it because by the time the fight starts you feel like you know the motivation of both parties

Tensura focuses on nation building the actions will definitely come and it requires patience to develop properly. If you are looking for constant action, there are plenty of regular shonen anime available for that.
