Development is a matter of mindset. I was looking at this picture and thought, surely, what good can come out of someone who thinks like this? How about those who see it happening and just walk on? What good can come out of someone who eats a banana and drops the skin where they stand? What good can come out of someone who throws litter out of a moving vehicle? THE SAGA OF THE BP PETROL STATION ON RONDEBULT ROAD IN BOKSBURG – PART ONE A petroleum company submits an application to the then Gauteng Department of Agriculture, Conservation and Environment (GDACE) for the construction of a petrol station in an environmentally sensitive wetland. After a site visit and due consideration, the GDACE refused authorisation, citing, amongst other issues, potential water table contamination and the destruction of the wetland. Not happy with this decision, a director of the petroleum company, instead of appealing the decision - for which provision is made in the legislation – nope, with the help of an official at the department, they forge their own approval. In order to cover up the existence of the original application and the notice to decline, they pay someone to set fire to the file room at GDACE, resulting in the entire archives and file room being completely gutted, losing six years worth of records. Under pressure from the public, the Department lay criminal charges against said Director from the petroleum company and institute litigation. PART FIVE (FINAL) In a final effort to halt the unlawful construction of the fuel station in a wetland, which I suspect may have led to Pieter's murder, I file for an urgent interdict to stop the construction. However, unfortunately, the judge is not very sympathetic to our cause, and we lose the case based on urgency, not on its merits. Following this, the directors of the petroleum company proceeded to take legal action against me, again, aiming to enforce the previous Claassen cost order. Instead of serving the cost order to provide an opportunity for payment or opposition, they directly pursued an attachment order to seize my house. However, due to poor legal counsel from their attorneys at Schindlers, they ultimately lost the case, and I emerged victorious. Following the standard rule where the losing party is required to cover the legal costs of the winning party, Schindlers refused to comply with the R 350,000 cost order. Instead, they sent a letter to my attorney, proposing that if I agree to sign a gag order, committing to never discuss the corruption surrounding the petrol station again, they would agree to cover the costs. Is it just me, or is there a pattern emerging here? As before, I refuse. This is our current situation: I need to cover a legal bill of R 350,000, and now the responsibility is squarely on my shoulders – quite literally. The next step is to institute litigation against BP for fraud and corruption. NB : This fuel station started it’s life as a Sasol petrol station. However, when faced with all the corruption, fraud and malfeasance, they pulled out. Undeterred by such frivolous issues as corruption, fraud and bribery, BP stepped in and took over. The Directors of Petro Props (Pty) Ltd are : Mr Henry Ford (deceased), Dr Andre du Plessis (deceased), Mr Hilary Basil Bentel (current) and Jonathan Aaron Bentel (current) There ends this stage of the saga until Part Six when I serve BP next month.

NO @nickmangwana, you shouldn’t LIE to your followers and Zimbabweans in general. As the Government of Zimbabwe’s Permanent Secretary for Information and Government’s Chief Spokesman, you are expected to tell the truth. You are getting away with these lies because the opposition has no dedicated shadow cabinet minister for Local Government, but we won’t let you lie on a public platform so we I will correct your lies! LIE Number ONE 1. The Cities of Harare, Bulawayo and the rest of the country were responsible for road maintenance and collection of road levies and taxes, but in order to cripple them and steal public funds, the ZANUPF central Government changed the law using its majority in parliament and left cities without power to collect road taxes but responsibility to fix them. So all road levies, taxes, toll gate fees and the fuel levy which are supposed to fix the roads are collected by central government (read ZANUPF) not the cities. Bulawayo got US$800k only for roads from central government against over US$24 million that central government collected from Bulawayo motorists. Where did the over US$23,2 million go? How do you expect a city like Bulawayo to maintain roads when you are taking millions and only giving Bulawayo US$800k? Bulawayo needs at least US$15 million for road maintenance fixing things like potholes. The money is there but central government is looting it. In Harare motorists pay around US$64 million, but you gave Harare city council only US$2 million, where did the US$62 million go from toad motor tax paid by Harare motorists? This is only road motor taxes that relate to the above figures, I haven’t touched fuel levies, carbon tax, or toll gate fees. LIE Number TWO 2. The cities were responsible for buying their water chemicals, but you directed them to buy chemicals from only ONE company, Chemplex. That parastatal has old equipment which breaks down regularly. When the machines are not working, the cities are stuck. Secondly, Zimbabwean law says that it is the ZANUPF central government that is supposed to provide water sources, the money meant for these dams has been looted for decades. Harare’s main source of water, Lake Chivero was built by the colonial government led by Prime Minister Godfrey Huggins in 1950-52. We got independence in 1980 and we inherited plans to build Kunzvi Dam from the Rhodesians, sadly the money was looted by successive ZANUPF Governments. In 1996 we came close to having the dam built, but the money was again looted and the French company that was supposed to build it walked away. In 2022 ZINWA awarded ZANU-PF oligarch Kuda Tagwirei a US$132 million tender to construct a dam in Nkayi, what has happened to that @nickmangwana So it is not the responsibility of local authorities to build dams or to supply water sources, it is the central government and it is inked in our constitution, it is law! Lie Number THREE 3. Refuse collection is the responsibility of cities but procurement is done at the direction of central government. For instance, City of Harare was being forced to use trucks owned by ZANUPF MP and Minister, the late Biggie Matiza. The cities would not get foreign currency to procure equipment except during the GNU, but he would get it at the same central bank. Final Point. The Zimbabwean economy is run by ZANUPF and not by local authorities. Cities collect rates in Zim dollars, when they apply for forex, they are not given because the forex is looted by you know who, ZANUPF political elites. ZANUPF elites smuggle gold worth US$6 million everyday to Dubai and leave the money there. I have had to address your misinformation and the mismanagement by the ZANUPF government because of your continued lying. Operations related to road maintenance, and water supply have been crippled by ZANUPF. When Ignatius Chombo was Local Government minister, the looting was on steroids as council would be made to make three payments for one consignment of chemicals.

The maintenance of city roads falls under the purview of Local Authorities (City Fathers). Since 2000, there has been evidence of serious ineptitude by these Authorities in a number of service delivery areas, which include, refuse collection, water treatment and supply, road maintenance and street lighting. To alleviate the suffering urban dwellers, Govt started making interventions such as buying chemicals for water treatment, deploying the ERRP2 program for roads and EMA taking charge of refuse collection and the Geopomona Project. There are always celebrations when Council Election Results are announced. Every ratepayer should ask themselves what they are really celebrating; these urban gullies in the picture?
