नेहरू की इतनी बड़ी औकात या हैसियत नहीं थी कि मान्यवर कांशीराम जैसे महान व्यक्ति को सीएम पोस्ट ऑफर करते. वे तो बाबा साहब को कैबिनेट में नहीं रख पाए. और कर्पूरी ठाकुर की तरह ही, कांशीराम जी को भारत रत्न देने का सौभाग्य कांग्रेस गंवा चुकी है. ये शुभ काम नरेंद्र मोदी के हाथों होना लिखा है. कांग्रेस सरकार ने तो मान्यवर के निधन पर राष्ट्रीय शोक भी नहीं किया था. नेहरू कांशीराम के पैर की धूल बराबर भी नहीं थे. कांशीराम सीएम बनाते थे. उन्होंने एक पार्टी बनाई और 11 साल में देश के सबसे बड़े राज्य में अपना सीएम बना लिया. इससे करोड़ों लोगों में लोकतंत्र के प्रति आस्था बढ़ी. इसे 'डिपेनिंग ऑफ डेमोक्रेसी' बोलते हैं. नेहरू को राज गांधी ने गिफ्ट में सौंपा, वरना तमाम कांग्रेस कमेटियां तो सरदार पटेल को बना रही थीं. वहीं कांशीराम ने देश की तीसरी सबसे बड़ी पार्टी बनाई, जबकि वे साधारण परिवार से थे. मान्यवर कांशीराम और नेहरू की तुलना ही गलत है. और हां, मान्यवर कांशीराम को भारत रत्न देने का अवसर भी नरेंद्र मोदी को ही मिलेगा. कांग्रेस का नसीब फूटा है कि वो बाबा साहब से लेकर कर्पूरी ठाकुर किसी को भी भारत रत्न न दे पाई. यूपीए सरकार ने तो कांशीराम के निधन पर राष्ट्रीय शोक भी नहीं किया था. सपा की यूपी में सरकार थी, उसने तो मान्यवर के नाम पर बने जिले और संस्थानों के नाम तक मिटा दिए.

मेरा रोजाना का टारगेट है कि; "Pay back to Society" के अंतर्गत एक एससी छात्र की कम से कम मदद करवाई जाए। क्योंकि "यह होना चाहिए, वो होना चाहिए" पर लिखने के साथ साथ डायरेक्ट एससी समाज के युवाओ को मदद भी होनी चाहिए। आज सुबह ही यह टारगेट पूरा कर दिया। आज के सहयोग में एक युवा की मदद करने वाले समाज के अनमोल रत्न रूपी अम्बेडकरवादी का धन्यवाद। अनुसुचित जाति वर्ग जब तक बड़े पैमाने पर आपस मे पढ़ने वाले युवाओ को मनोबल, उनका सकारात्मक रूप से मार्गदर्शन, उन्हें शिक्षा का महत्व व इस सम्बंध में आने वाली अड़चनों को दूर करने के लिए प्रयास नही करेगा तब तक मार खाता रहेगा, वापस वंही लौटकर आ जाएगा, जँहा से चला था। ब्राह्मण वर्ग से सीखे की; "स्वामी प्रसाद मौर्या के सर पर मात्र हाथ मारने वाले को 11 लाख रुपया अगले दिन दे आए" जबकिं एससी का 90% से ऊपर आरक्षण से नौकरी मिलते ही धार्मिक स्थलों पर भागता है और बाद में समाज आगे नही बढ़ रहा, एटॉसिटी हो रही है का रोना रोता है। फिर भी जो 10% लोग आरक्षण से नौकरी मिलने के बाद समाज को अपने कंधे पर लेकर चल रहे है उनका धन्यवाद। यह ही वो लोग है जिनके कारण अनुसुचित जाति कुछ ही सही लेकिन आगे जा रही है। जय भीम। जय भारत। विकास कुमार जाटव

15 questions on UGC Equity regulations answered which every SC,ST,OBC should read. 😎🥸🤠🧐 [1] UGC Equity regulations will divide the campuses? UGC Equity regulations are not something new. The original regulations were introduced in 2012 and the current 2026 is remodified version of the same. In the past 12 years of its operations, UGC Equity regulations has not divided campuses and as a matter of facts, cases of discrimination, suicides, dropouts, placement issues against SC,ST,OBCs all have shown astronomical rise in the last one decade. This happened because Equity regulations were never made mandatory nor compulsory for the universities to implement. This is the reason the matter was taken up by supreme court and the issue was to make it more effective. [2] UGC Equity regulations are unfair. In the original regulations, only SC,STs were included, but including OBCs is a political move? Now a popular misconception is that OBC reservation was introduced in universities in 1990s. As a matter of fact, because of legal battles, the OBC reservation was only introduced in 2011 and effectively implemented in 2014. So the original guidelines did not have the opportunity to even consider OBC reservations. Now once OBC students started going into campuses under reservation, they also started experiencing discrimination. The rising number of suicides and dropouts are a testimony to this. So, including OBCs along with SC,ST is the right step and not a political move. [3] UGC Equity regulations will create large number of fake cases against upper castes? Recent Rajya Sabha Unstarred Question No 2050 dated 17/12/2025 provides the state wide details of case registered under SC/ST atrocities act during the last three years and also the conviction rates. In states like Uttar Pradesh, where the protests are intense, the number and convictions rate year wise is given below. 2023 - Number of cases(15130), Conviction Rate( 70%) 2022 - Number of cases(15368), Conviction Rate( 80.2%) 2021 - Number of cases(13146), Conviction Rate( 76.3%) It is clear that the conviction rates in SC/ST atrocities cases is as high as 70% to 80%. Now if we compare this with the regular crimes like Murder, Rapes, the conviction rates is just 50%. So Conviction rates is an indicator of very high number of cases sustaining after chargesheeting and trial. This clearly proves the point the cases filed are not fake cases, but actual atrocities cases against SC,ST. [4] UGC Equity regulations should include a false case clause. Without that there will be many fake cases filed. Now BNS already has a provision for false cases in all scenarios. It can be used to file cases if the case is vexatious and malicious. There is no need for including a false case clause. For that matter many laws like Dowry act does not provide a separate section for filing false cases. [5] UGC Equity regulations will bring down quality of IIT/IIMs? This is such a false propaganda. UGC (Promotion of Equity in Higher Education Institutions) Regulations, 2026, are not applicable to IITs/IIMs and many other institutions. You should remember IITs/IIMs are governed by other acts and not the UGC act. The definition of higher education institutions as per section 3(1)(n) of UGC 2026 needs to be amended to include IITs/IIMs/other institutions. This is the biggest bottleneck in the act. One of the demands in supreme court is extend this regulations to even IIT/IIMs and also private sector. [6] The new UGC Equity regulations is much stronger than the earlier one. All upper castes students/teachers will only handle these cases without primarily focussing on studies. This is again a myth. On perusal of the regulations we can see that the word "discrimination" has been diluted. The earlier 2012 regulations defined the word "discrimination," and specifically defined scenarios were provided. It also included harassment, ragging, unfavourable treatment, and victimisation, which were included in 2012 guidelines. In the latest regulations it is missing. Not defining this would allow discretion to the top office bearers of the universities to take a call on what amounts to discrimination. Now the Equity committee which is headed by VC, who is predominantly an upper caste will decide what is discrimination. In government setup, boss is the king. Once he says, all other members will nod their head. So this regulations are much weaker. [7] The new UGC Equity regulations will cover discrimination that SC/ST/OBCs experience during admissions like lower interview marks etc? Section 3(2) of UGC 2012 was exclusively for SC/ST and defined the forms of discrimination. For example, Section 3(2)(a) talks about discrimination in admission against SC/ST, like breaches in the policy of reservations in admissions, not admitting reserved candidates, not processing their applications correctly, not giving admissions even when they are eligible, withholding degree certificates or giving documents that were given for seeking admission, demanding more money, and treating them unfavorably. So this was specific to admissions, wherein SC/ST students face huge hurdles. This is completely done away with in the new regulations. [8] The new UGC Equity regulations covers harassment, victimisation and unfavourable treatment and hence more deadly? Section 3(2)(b) of the 2012 UGC regulations describes various ways of HEIs harassing or victimizing any student, which should be prohibited. For example, announcing verbally the names of castes in class, labelling students as reserved category, passing derogatory remarks using caste, allotting differential time to meet faculty compared to others, keeping students idle in the laboratory, earmarking separate seats, differential treatment in the issue of books and journals, differential treatment in sports facilities, etc. However, this has been completely done away with, and now the words “harassment," "victimization," and "unfavorable treatment” do not figure in the new UGC regulations. These regulations are much weaker now. [9] If a teacher shows discrimination in correction of paper, evaluation, viva marks, the new UGC Equity regulations will enable students to file cases against the professors? Section 3(2)(c) of the 2012 regulations talks about discrimination in the evaluation of marks, like not properly evaluating, evaluating examination papers, and delaying declarations of results of reserved category students. Etc. This is completely removed, and this acted as a deterrent on casteist professors. [10] Data suggests that the fellowships received by SC/ST/OBC students are meagre. Many students are not allowed to complete their PH.D thesis in time. The new regulations can be used by PH.D students to target professors by filing false cases Section 3(2)(d) of the 2012 regulations talks about discrimination in fellowships. This is completely removed. Maximum discrimination is faced by Ph.D. students. This would adversely affect them. Now professors cannot be questioned especially the Ph.D thesis [11] If a student does not allow non veg students to sit next to him it is discrimintion. Campuses can create separate veg and non veg spaces earlier on. But with UGC regulations, that would be not possible? This is again a myth. Section 3(2)(e) of the 2012 regulations talks about hostel segregation, usage of common resources like canteens, playgrounds, etc. It also talks about ragging, extortion, and not allowing reserved category students to participate in cultural programs or sports events. With the new regulations, universities can actually now create separate spaces which was not allowed earlier. [12] Equity committee is all dominated by SC,ST,OBCs. They will create false cases against upper castes? Equity Committee has all top office bearers of the universities. This Committee shall comprise: (i) The Head of the Institution (ex-officio Chairperson); (ii) 3 Professors/Senior Faculty Members of the HEI (Members); (iii) 1 Staff Member, other than a teacher, of the HEI (Member); (iv) 2 representatives from civil society with relevant experience (Members); (v) 2 student representatives, to be nominated based on academic merit/excellence in sports/performance in co-curricular activities (as Special Invitees). The Coordinator of the Centre shall act as the ex-officio Member Secretary. The Committees shall have representation of women, OBCs, SCs, STs and persons with disabilities. The problem is the act does not specify that 50% of the members will be from SC, ST, or OBCs. Various reports have already clearly shown that almost 80% of the top positions in various universities are held by upper castes. As of 1 April 2023, in 45 central universities, there was 1 VC from the SC community, 1 from ST community, and 5 from the OBC community. Just 4% of professors were from the OBC community. Invariably the commission of the equity committee is dominated by the upper castes. It is surprising how a victimized SC/ST/OBC will approach an equity committee that is dominated by upper castes.Will they ever go and complain? That is the question. The earlier setup of the SC/ST cell run by SC/ST liaison officers and the OBC cell run by the OBC liaison officer had some confidence of the students that they could go and share some sensitive matters with the liaison officers. But with this equity mechanism, the entire trust would be eroded. The DOPT guidelines clearly mention the need for having liaison officers for SC, ST, and OBCs. Now these liaison officers are not appointed and also not part of the committee. This is a big issue. There should be a liaison officer of the rank of joint secretary or equivalent for each category of SC/ST and OBCs. He should be part of the equity cell. So a toothless equity committee would be more injurious than the earlier SC/ST liaison set up. This really needs a change. Frankly speaking, with this setup, the number of voices that will speak up also will come down. [13] Equity code should be extended to EWS, PWD, and women. This committee is far more inclusive than others. There is nothing wrong with including EWS, PwD, and women in the committee. What I feel is that equity committee is expanded to include many other types of disabilities, only to weaken the representation of SC/ST/OBC in the committee. Now SC/ST discrimination is on account of social disabilities. Now in these regulations, EWS and physical disability are also included in one act. The High Court of Madhya Pradesh in the Aaditya Narayan Pandey v. Union of India case clearly mentioned that the handicaps faced by OBCs, SCs, and STs are different, and hence there is a need for age relaxation, but EWS is an economic deprivation that can change, while social disabilities remain with economic progress too. In view of this, the UGC Equity regulations bring in EWS and PWD categories also into the UGC Equity cell without any basis that discrimination actually happens against these groups. Now for women, sexual harassment guidelines and acts are already in place. Now a woman from SC, ST, or OBC can take recourse to any discrimination listed above. But now the question of General category women facing exclusive discrimination is still not known. Where is the data to prove this? Now gender-based disabilities and economic disabilities cannot be equated with social disabilities. This cannot be clubbed along with the SC/ST/OBC regulations cell. Now the women's cell should be a different cell from the SC/ST/OBCs. The women's cell should be exclusively manned by women alone, and in case they mix up everything, there will be dilution of representation, and bias cannot be ruled out. [14] Equity code should include minorities. The present code does not include that. That is not correct. Now if you are covered under OBCs, then those minorities would automatically get covered under this. Finally, a common equity cell is more injurious to SC-ST representation in such a cell, which faces the max discrimination. For example, in Karnataka, the state also introduced minorities as a single protected group. If we go into this bill, it included Buddhists, Christians, Jains, Muslims, Parsis, and Sikhs too in it. Now this bill failed to recognize that minorities can run their own educational institutions, and secondly, there is no data to prove that Jains or Muslims face discrimination in universities. [15] There is no data to show discrimination exists? Numerous committees like the AIIMS Thorat Committee, the Elayaperumal Committee, the Senthil Kumar Committee, the Prof. Pavarala Committee, and others have predominantly targeted discrimination faced by SC/ST communities.Numerous data on admission anomalies at the Ph.D. level, interview scoring for SC, ST, and OBCs, not found suitable, number of suicides, placement discrimination in collecting caste details, and number of dropouts all point to growing SC, ST, and OBC discrimination. The university education is a nightmare for SC, ST, and OBC kids. If these equity cells are not created, it will further deteriorate since the administration and faculty setup is all predominantly from dominant castes. Separate equity cells should be considered for each category; however, a common equity cell would work only if SC-ST-OBC representation is at least 50%-75%. So, UGC regulations need a relook for sure. Government should not only implement It but it also make the necessary changes to make it more effective.
