Today is #GlobalRecyclingDay, a moment to focus on what real circularity looks like in practice. Metal packaging continues to set the benchmark. Did you know… ♻️Steel packaging is the packaging material in the UK with the highest recycling rate at 86.6% (Gov.uk 2024). ♻️The aluminium beverage can is the most recycled beverage packaging format in the UK, with a recycling rate of 81% (Every Can Counts 2024). ♻️Metal packaging in the UK has a recycling rate of 80.4% (Gov.uk 2024). Steel and aluminium are permanent materials, meaning they can be recycled again and again without any loss of quality, keeping valuable resources in circulation and out of landfill. That matters because a circular economy depends not just on good intentions, but on materials that genuinely recycle at scale. High collection rates and proven recycling infrastructure mean that metal packaging delivers circularity in the real world, today. MPMA welcomes the progress made towards implementing a UK wide Deposit Return Scheme for plastic and metal drinks containers, by the Welsh Government’s publication of regulations for Senedd approval and the UK Government’s offering of an exclusion for single-use glass bottles in Wales. Given the shared vision to increase recycling rates, boost the circular economy and reduce litter, interoperable systems across the UK are critical to success. Jason Galley, director and chief executive of MPMA, says: “The aluminium beverage can is the UK’s most recycled drink packaging format, playing an integral role in Deposit Return Schemes across the four nations. “Designing and implementing robust, interoperable schemes is a complex process with significant challenges to address and the confirmation, as soon as possible, of the Deposit Management Organisation for the Wales DRS will hopefully work to address the complexities of compliance which are to be resolved. “MPMA and our members will continue to work in partnership with Governments and Deposit Management Organisations to support the delivery of interoperable Deposit Return Schemes that deliver genuine circularity outcomes across the UK. We are confident that a shared commitment for progress, pragmatism and adaptability will combine to realise successfully-functioning schemes that drive the intended public behaviour change. “A well designed DRS provides an opportunity to fully leverage the inherent circularity of the aluminium beverage can, a material that can be recycled endlessly without loss of quality. By capturing more cans and keeping this valuable material in a closed loop, DRS can accelerate the transition to a truly circular economy while delivering clear environmental and economic benefits for the UK.” MPMA supports: ♻️ The commitment by the Welsh Government to meet industry’s request for the aligned launch of DRS across the UK on 1 October 2027. ♻️ The condition made in granting the exclusion for single-use glass bottles, that the Welsh Government ensures that its DRS for plastic and metal drinks containers meets key criteria for integrating with a UK-wide scheme (single registration and reporting system, reciprocal takeback of material, consistent logos, and the same deposit level). ♻️ The proposed establishment of an implementation taskforce working in partnership with the appointed industry-led Deposit Management Organisations, to oversee interoperability and support the smooth implementation of DRS across the UK.

Jason Galley, director and chief executive of MPMA, responds to PackUK’s warning that EPR bills may be re-issued to cover funding shortfalls for Local Authority recycling. “Those following the pEPR scheme over the past year will no doubt be scratching their heads at how much the new system has been plagued with problems. These are not just inconsequential, minor teething or administrative glitches but instead issues that are having real, immediate impacts on businesses across the country affecting costs, cashflow and budgeting. “This week saw one of those issues rear its ugly head – the potential shortfall in the collection of pEPR fees following a high number of appeals, demonstrating the confusion among Producers around what the fees should be. “More worrying is that issues with rising costs are hardwired within the pEPR system. This could fairly be described as a hospital pass for the incoming PackUK team back this time last year. “Since the publishing of the first base fees in August 2024, the Metal Packaging Manufacturers Association has consistently highlighted the pEPR system will push brands towards higher volumes of packaging that recycle at lower rates and are more costly to process as a result. “Even before the under-funding of the scheme was announced this week, we were expecting rising costs, year on year. Now it seems there will be even higher fees to be borne to make up the collection shortfall. Where will it end? “What businesses need is certainty. From certainty flows the ability to rely on payback calculations for new investments, new hires and growth. A pEPR system that keeps throwing up uncertainty is unhelpful to say the least. “What the Circular Economy needs is packaging materials that can be used over and over again through multiple recycling turns. “The good news is that, as with most problems, there is a solution. The pEPR fees simply need to reflect the true net cost of processing and recycling the different packaging types and materials and reflect their true value to the Circular Economy. This includes recognising the Permanent Material status of aluminium and steel, materials that can be recycled repeatedly through a well-established, standardised infrastructure without any loss of quality. “It’s clear that the current fees do not do this. As a result, the system is skewing the market towards packaging materials that are more expensive for local authorities to recycle. “In any business, getting your pricing wrong can be catastrophic yet this is exactly the situation that has been unintentionally created. It’s only February and already, as we predicted, it’s proving to be a significant year for UK packaging with the recent unveiling of the new name and identity for the UK DRS scheme (England, Scotland and Northern Ireland). Without doubt, UK packaging reforms are gaining momentum with the EU’s PPWR acting as a parallel drum beat of change for UK companies operating across Europe. Here we share our view on what’s required this year to achieve fair, effective and data-driven circular economy policy outcomes. 📣 With the DMO established in the UK and Wales working to appoint its own, interoperable systems for PET and aluminium are now critical to success. Systems for PET and aluminium drinks containers must align or risk failure. The choice is stark: interoperable or inoperable. Given the shared vision to increase recycling rates, boost the circular economy and reduce litter we are hopeful that common sense prevails. 📣 RAM is a positive step and at MPMA we’re proud to advise the system going forward. In its current format, the system largely rewards linearity at the same value of circularity. It simply bolts recyclability onto the linear ‘make, take, use’ process although it does reward container re-use. But material re-use is a huge part of a bustling circular economy and we have fantastic examples of this in the UK with the beverage can recycled at 81% * and steel packaging recycled at 86.6%**. Both can be recycled over and over again without policy intervention. 📣 Circularity is all about “what happens next?”. This ability to be recycled at high quality over and over needs to be valued in the RAM – better rewarding true circularity by valuing materials like metal that recycle endlessly at high quality. 📣 We said it last year and we’ll continue to say it this year: the current pEPR weight-based fees risk unintended consequences. The base fees remain largely weight-based, valuing low weight over low amounts of packaging. This year we’ll continue to push for more accurate assessments of packaging disposal costs under this system and highlight any unintended impacts of the current set-up. 📣 Encouragingly, the government and its agents appear to be in active listening mode which we hope will start to repair some of the non-sensical impacts of pEPR. 📣 Against this backdrop, we urge brands and retailers to avoid knee-jerk material switches marketed as ‘innovation’ that compromise sustainability, food security and undermine circularity progress. Lightweight, less-recycled materials may look like innovation, but long-term impacts, including ETS charges for non-metals, tell a different story. The UK packaging ecosystem is delicate, margins are thin and strong domestic supply chains are vital. 2026 is a pivotal step towards achieving genuine circularity but real progress depends on collaboration to ensure policy actively supports a circular economy and protects UK manufacturing. * Every Can Counts 2024 **Gov.uk 2024

As 2025 draws to a close, we’d like to thank our members and partners for your support this year. Throughout 2025, we’ve actively engaged with Government, MPs and key stakeholders to shape the packaging reforms to support the realisation of a true circular economy while forging productive relationships with PackUK and the UK Deposit Management Organisation. Thanks to solid data, deep expertise and member insight, we’ve shown how metal packaging champions circularity and supports the UK’s sustainability goals. The result? So far we’ve worked to secure a 39% reduction in packaging Extended Producer Responsibility (pEPR) base fees for aluminium and 15% for steel but there’s more to be done. In 2026, we’ll continue to highlight to the Government how pEPR can be modified to leverage the benefits of metal packaging. Another advocacy highlight is our engagement with the Department for Energy Security and Net Zero on Climate Change Agreements. This team effort brought evidence from MPMA’s large, global beverage and food can members as well as SMEs and Associates within our membership to extend Climate Change Agreements for a further six years. In addition, we’ve worked directly with the Department for Business and Trade to help mitigate the impact of tariffs. Our 2025 advocacy programme featured our parliamentary exhibition in which we celebrated aluminium and steel’s unique circularity and the environmental leadership of our members. Through the event we provided a snapshot of the remarkable world of metal packaging, revealing how its recycling, food sustainability and environmental credentials quietly support UK society. And just one week later there was a Westminster debate on the impact of pEPR with MPMA and metal packaging positively referenced within MPs’ remarks, demonstrating how our political engagement is making an impact. Our communications activity has been just as strong with The Can Makers, Canned Food UK and Do It With Cans leaning on member support to shine a spotlight on metal packaging. Partnerships with influencers Sorted Food, The Cocktail Lovers and chef Theo A Michaels continue to bring home the benefits of metal packaging products to wide audiences across traditional and social media.  It's been an equally busy year for speaking engagements and events, with MPMA appearing on stage at no less than eight industry events in support of our sector. Highlights include The Can Makers 'Only Cans’ Media City summer event demonstrating the beverage can's sustainability credentials, staging one of the first regional engagement events for UK DMO in Manchester and speaking at The Canmaker Summit, CanTech International magazine Grand Tour and London Packaging Week.   We’re grateful to all our members who’ve made our advocacy and communications activity possible by supporting events, various plant visits, MP meetings and conference speaking panels. Here’s to 2026 as we continue to champion metal packaging’s iconic circularity status!

Calling all design students – showcase your creative and sustainability credentials in metal packaging design! 📣 Students looking to expand their portfolios through a real-world design challenge are invited to enter the MPMA ‘Metal Gifting for Confectionery’ category of Starpack Students Awards 2026 with a chance to win the £600 top prize. Established in 1964, the Starpack Students Awards are organised by the Institute of Materials, Minerals & Mining (IoM3). The competition challenges students to submit design solutions to briefs set by leading FMCG brands, design agencies and manufacturers. MPMA sponsors ‘Brief D’ of the annual student competition and we have been supporting a dedicated brief for the awards scheme for over 20 years to celebrate the creativity and versatility of metal packaging. The 2026 competition tasks students with designing a metal pack to hold confectionery of their choosing. Open to students studying a variety of Higher Education courses, including those with a focus on graphics, structural or product design, as well as materials technology, the competition is an opportunity to impress key industry figures. Metal packaging provides students with a dynamic canvas for creative expression. Its exceptional recyclability, highlighted by recent government data showing a recycling rate of over 80%, with steel packaging the most recycled packaging material at 86.6%, makes it an ideal material to spark conversations about sustainability and recyclability. By working with metal packaging, students can begin to explore how their future careers could contribute to the UK’s circular economy ambitions. At the same time, confectionery packaging demonstrates the best of innovation: imaginative design, striking finishes, advanced print techniques and unique shaping make it an inspiring example of what’s possible. How do we navigate the challenges facing the metal packaging sector? MPMA’s Jason Galley took to the stage at this year’s The Canmaker Summit to explore the pressures impacting our sector and the opportunities to lead with resilience and innovation. Jason focused on how collaboration across the metal packaging supply chain is essential if we’re to strengthen our voice and drive meaningful change to achieve UK circularity and environmental goals. In his presentation, Jason explained how MPMA is challenging outdated assumptions around metal packaging and advocating for smarter circularity and decarbonisation strategies. As the recognised and unified voice of the UK metal packaging industry to government, NGOs and wider stakeholders, we represent over 30 companies comprising global and UK-based companies. Our membership is diverse. MPMA members include companies that manufacture, sell and supply aluminium and steel cans as well as closures for food, beverages and household products to those operating within the supply chain. Advocacy is critical to shifting paradigms while navigating national and international industry pressures. And as Jason explained to delegates, MPMA’s proactive engagement is delivering results for members and we’ll continue to highlight the unique circularity, performance and Permanent Material benefits of metal packaging. The latest UK statistics on waste indicate: ♻️ ️Metal packaging has a recycling rate of 80.4%* (2024) ♻️ Steel packaging is the packaging material with the highest recycling rate at 86.6%* (2024).
