In October, I provided technical input and delivered presentations during consultations on the Cybercrimes and Computer Misuse Bill in South Sudan. My focus was to help shape a more rights-respecting framework drawing lessons from Ugandan and Kenyan cybercrime laws and aligning the Bill with international best practice on regulating cyber conduct, protecting digital infrastructure, and combating online harm. I specifically cautioned against overcriminalisation, vague drafting, weak penalties, and enforcement mechanisms that could unintentionally restrict civic space. The Bill has now been signed into law by President Salva Kiir Mayardit as the Computer Misuse and Cybercrimes Act 2026. The real test will be in implementation particularly judicial interpretation, prosecutorial discretion, and how enforcement balances security with fundamental freedoms. Grateful to have contributed to strengthening cyber governance in the region. Congratulations to all partners involved.
