It was a pleasure to be a part of a panel discussion at CII’s Indian Commercial Vehicle Conclave in New Delhi last week, a well-attended event with many of the Indian commercial vehicle industry’s key leaders and policymakers present. With commercial vehicles in India being the largest contributors to energy consumption and vehicular emissions, the need for electrification in this segment was highlighted by the panelists and speakers at the event. The three key challenges to the adoption of EVs in the commercial vehicle segment - high upfront cost, range anxiety and re-fuelling costs were discussed, and battery swapping was touted as a suitable and commercially viable enabler for the faster adoption and growth of electric commercial vehicles with inherent benefits such as modular and light-weight battery packs, higher longevity of EVs enabled by separating the battery from the vehicles, and the subsequent higher resale value. It was interesting to see a similar push for the electrification of heavy vehicles echoed at the G20 summit held in Goa last week. In concurrence with the thoughts expressed at the CII event in Delhi, it was announced that 65% of buses were also earmarked for electrification. The event also played host to the introduction of the e-FAST platform by Ms. Sharvari Patki of the WRI, paving the way for electric trucking in India, and the subsequent decarbonisation of various modes of transport in the freight sector. At this opportune time, team SUN Mobility has also been making rapid strides in the development of Battery Swapping technology for medium and heavy commercial vehicles, including buses and trucks. The modular nature of swappable batteries for commercial vehicle applications makes them suitable for a wide variety of trucks in the range of 5 tons to 55 tons, enabling lower running costs and upfront costs similar to their IC counterparts. With a virtually unlimited range enabled by quick and easy battery swaps, electric trucking can be the future of clean and sustainable freight transportation in India. In a recent interview with Deccan Herald, I was asked about the taxes levied on EVs in India, the scope for renewable energy in electric mobility, and SUN Mobility’s plans for the future. In the times of rapid electrification targets set by the Govt. of India, it is imperative that a comprehensive and inclusive battery swapping policy be released at the earliest. Battery Swapping as an option for 2-wheelers and 3-wheelers seeks to cater to around 70-80% of the entire Indian automotive sector, and the uptake of electric 2W and 3W vehicles can be considerably enhanced by the lower taxation of battery swappable versions of these EVs (at par with their fixed-battery counterparts), in addition to the lowering of GST on swap charges borne by customers. Today, customers can choose the same vehicle with a fixed battery or swappable battery, and they should get the same benefit of subsidy and lower taxation either way. A level playing field enables multiple technologies and solutions to co-exist and will further accelerate India’s adoption of EVs. The transition to clean energy is also subject to more clarity around the policies regarding open access to renewable energy sources, which can have a sizeable impact on the environment, as well as on the cost of owing and running EVs in India. A focused and more subjective approach by the Govt. in collaboration with key stakeholders from the industry towards the above issues, and the associated policies can aid in helping India successfully achieve its electrification targets for 2030. It was truly an inspiring experience to explore the co-existence of multiple energy solutions, the progress in developing more efficient battery technologies, and the significance of smart grids with Vehicle-to-Grid technologies in establishing a strong and widespread EV energy network. Together, we witnessed a remarkable moment in the automotive industry, where technology-driven innovations are shaping policy changes with a focus on prioritizing safety in EV and Battery technology. The recent notification by the Ministry of Heavy Industries regarding modifications to the FAME-II scheme demand incentives has sparked industry discussions. While acknowledging the instrumental role of FAME subsidies in the development of the EV industry, I believe these changes may have a short-term impact on the adoption of electric two-wheelers. However, this also means a larger share of the market will have access to these incentives, further accelerating electric mobility in India. With the demand incentives by battery capacity being capped at a lower level, there is now a greater impetus for the industry to innovate and focus on cost reduction. Exploring battery swapping technology can be a viable avenue to lower the prices of EVs , making them more affordable for consumers. This makes it an opportune time for the government to consider extending PLI schemes to start ups and smaller innovative companies. While this budget is impactful, I feel that release of the #BatterySwappingPolicy covering subsidies and GST rate rationalization from 18% to 5% on EV batteries would have added further to the green growth agenda.
