Two Former Home Affairs Employees Remanded in Custody Over Alleged Identity Fraud Linked to Issuing of Fake IDs to Zimbabwean and Mozambican Nationals in Secunda Two former Department of Home Affairs employees have been remanded in custody following their arrest on identity theft and fraud charges linked to the unlawful issuing of South African identity documents in Mpumalanga. The Hawks say the matter involves multiple foreign nationals and fraudulent documentation processed in Secunda. Mpumalanga Hawks spokesperson Lieutenant Colonel Magonseni Nkosi said former officials Portia Mtshweni (41) and Nondumiso Maboyi (40), stationed in Secunda, are accused of facilitating South African identity documents for four Zimbabwean nationals and one Mozambican national. A sixth recipient is deceased and unidentified, while a Zimbabwean child received a fraudulent birth certificate and the mother a South African ID. Investigations revealed the accused allegedly worked with runners who recruited clients seeking fraudulent documentation, with no direct link established between Mtshweni and Maboyi. Two recipients have been arrested, three remain at large, and one is deceased. Mtshweni was arrested on 30 April 2026, while Maboyi later surrendered to the Hawks’ Serious Corruption Investigation team in Secunda. Nkosi said both accused appeared before the Secunda Magistrate’s Court on Monday proceedings, at the time of appearance, where they were remanded in custody following their arrest. He said further the case was postponed to 07 May 2026 for a formal bail application to proceed in that matter.
