Does India really need delimitation? Over the past few weeks, the main discussion many educated, middle-class Indians seem to be having is about the delimitation of Lok Sabha constituencies - which methodology should be adopted, which Census should be taken as the benchmark, etc. In 1952, India started with a Lok Sabha seat count of 494. Then, in 1963, the second delimitation increased the number of seats to 522. The third delimitation in 1973 increased the number of seats to 543. The fourth delimitation in 2002 only redrew the internal boundaries without increasing the number of seats. While in the initial years of independence delimitation was planned after every Census, within three decades it became clear that population growth across states was not uniform. Increasing seats based purely on population growth would seriously disturb balance of representation between various states. Even today, the variation in population growth between North and South Indian states remains one of the principal reasons of opposition to the delimitation exercise. So, the question Indian politicians and citizens should be asking themselves now is: should we continue with delimitation in its current form? Delimitation made sense in an era when population growth was a given. But today, most Indian states are facing a unique situation. They are staring at a potential reduction in population in the coming decades due to falling TFR (Total Fertility Rate). 👉 Total Fertility Rate (TFR) is the average number of children a woman is expected to have over her lifetime, based on current age specific birth rates. So, for any nation or state, a TFR of less than 2.1 means population growth will eventually stall. South Indian states, because of higher literacy rates and effective implementation of family planning programmes, have long fallen below 2.1. The TFR of these states is between 1.5 and 1.7. For example, Telangana’s TFR is one of the lowest in the country, at around 1.5. What this effectively means is that the state’s population will begin to decline in about 10 to 15 years. The day is not far when many South Indian states will start seeing population decline. If we are planning to increase Lok Sabha seats just because population has grown, does that mean the inverse of this logic, that we should decrease Lok Sabha seats in states where population has declined, also holds good? In an era where many states are staring at population decline rather than growth, why are we even discussing increasing Lok Sabha seats based on population growth? Our country is facing many pressing issues now. And a Delimitation exercise to increase Lok Sabha seats won't fix even one of them!
