The EO (N-19-19) told California’s transportation agency (CalSTA/Caltrans) to use the same $5+ billion a year it already gets for roads, bridges, and transit projects—but now pick projects that also cut greenhouse gas emissions and reduce how much people drive. In plain terms: - Before: Spend the money mostly on fixing/expanding highways. - After: Prioritize things like: - Building homes closer to jobs (so people drive less). - More buses, bike lanes, walking paths, and transit. - Projects that follow “smart growth” rules to lower vehicle miles traveled (VMT).
