WINDSOR POLICE NEWS RELEASE Case #: 24-113797 Suspect charged in $2.1 million school board fraud The Windsor Police Service has arrested a 36-year-old man who allegedly defrauded a local school board out of more than $2.1 million. In September 2024, the Windsor Police Financial Crimes Unit launched an investigation after receiving a report of a fraud involving a school board. Officers conducted a comprehensive investigation and determined that a suspect had fraudulently impersonated a contractor hired to complete work for the organization and intercepted communication from that contractor to the school. He provided new banking details to the school board, who then transferred funds intended for the contractor to the suspect’s account. Investigators soon identified the suspect as Tyler Nathanael Manning of Toronto. An Ontario-wide warrant was issued for his arrest, but Manning had left the country in October 2024. On March 6, 2025, Manning was arrested after he disembarked a flight at Toronto Pearson International Airport. He was transported back to Windsor, where he faces the following charges: -Fraud over $5,000 -Forgery -Uttering forged documents -Impersonation to gain advantage (x 2) -Obtaining by false pretenses over $5,000 -Laundering proceeds of crime -Possession of property obtained by crime Anyone with information can contact the Financial Crimes Unit at 519-255-6700, ext. 4330. Yesterday, members of our Traffic Enforcement Unit were stationed at major intersections along Tecumseh Rd. East, from Banwell Rd. to Lauzon Rd. and from Central Ave. to Walker Rd., to conduct traffic stops and support road safety. Officers issued 35 enforcement actions for speeding, red light violations, driving without insurance, and other offences. One motorist was charged with stunt driving after being clocked travelling 108 km/hr in a posted 60 km/hr.

When dealing in crypto, always take the following precautions: • Do not trust any promise of guaranteed profit. Crypto investments always carry risk. • Research carefully before investing. Fraudsters often pose as legitimate “crypto managers” and run ads with fake celebrity endorsements. • Verify who you’re speaking with. The CRA and other government agencies will never request or accept payment via crypto. • Understand that transactions are final. Once Bitcoin is sent through a Bitcoin ATM, the transaction cannot be reversed or refunded.
