60-100 Austin apartment complexes still have no running water. Why? Possibly permit delays. @austintexasgov just announced NO permit needed to start emergency repairs (for cosmetic work). Yet, permit REQUIRED to fix damaged H20 lines. austintexas.gov/page/emergency… @fox7austin
