…. do victims, witnesses, police officers know the details of each law formed in each local area or state? … what happens when these people come from different local areas and places? … does interpretation created in previous places become significant in decision to prosecute?

…. yet, are all the citizens aware of each local law ? If so, who/what/when/where/why/how are citizens informed of each law ?

Legal system in U.S. depends on combination of judge & jury for determining punishment … punishment based on local laws that were created by state representatives at a variety of moments in time (may be distinct or not a representative anymore) …..
