Cop: "You can report them, but if you had the services done, you still have to pay for the services. Why don't you give me your ID." She finally heads to the desk for a full breakdown of costs but keeps pushing back. This is straight-up small-business nightmare: deliver the service, customer benefits, then pulls the "illegal!" card to dodge the bill. Look, if you suspect something shady (like banned tools for callus removal—common in these disputes), walk out before it's done—not after your nails are fresh and you're demanding a freebie.
