I got to meet Shinkiro last year at EVO and he confirmed he drew the PS2 RE4 cover when I asked him. However that is not his only Resident Evil artwork. He also drew the art on Resident Evil Dead Aim for PS2 & Resident Evil Deadly Silence for Nintendo DS as well as other promotional works since.
