He wants Trump to designate criminal organizations like the Comando Vermelho and the PCC as terrorist groups. These factions already operate as parallel governments across entire regions of Brazil, controlling territory, extorting residents, and ruling through fear. His argument is simple: the people living under their boot deserve to be freed, and international pressure is one of the few tools strong enough to break factions that have outgrown the Brazilian state itself. He drew a sharp line with Lula. According to Flávio, Lula plans to travel to the U.S. to try to prevent that terrorist classification, while Flávio asked for the opposite, international backing to fight organized crime rather than shield it. He framed it as a choice between aligning with developed democracies or "kissing up to dictatorships," a clear shot at Lula's warmth toward Caracas, Havana, and Beijing.
