BREAKING: Senate Commerce will mark up Blackburn's KOSA, complete with its duty of care, next week. The panel is punting, however, on a framework to tackle catastrophic risk from advanced AI until after recess. Subscribers had first/much more in Midday

NEWS: Sens. Cruz and Blackburn are meeting with President Trump today on tech as the Senate races to make headway before August recess. Blackburn is hoping for her AI deal, Cruz is looking to mark up bills next week

I understand the concern about government intrusion, and I appreciate the debate, but SB 2420 doesn't replace parents. It requires app stores to involve them. The bill's purpose is to address a real problem: children are entering digital marketplaces, downloading apps, agreeing to terms of service, making purchases, and accessing adult, age-restricted content with far less oversight than exists in the physical world. Wade Miller is right that Texas has a compelling interest in protecting children from harmful online content. The Texas GOP endorsed this bill, as did numerous pro-family organizations across Texas, because it protects children from pornography. The digital marketplace should not be able to bypass laws that protect kids or bypass parents. SB 2420 treats the digital world more like the real world, where children cannot independently purchase age-restricted products or enter certain contracts without parental involvement. States have long had authority to protect children and to recognize that minors cannot independently engage in every transaction or activity available to adults. I predict the law will be upheld. #txlege #ProtectKids
