Overnight, Russia carried out one of its largest ballistic missile attacks on Kyiv. The enemy launched more than 40 missiles of various types – most of them against the capital – and 120 attack drones. As of now, one person has been reported killed in Kyiv and the region, and 16 others have been injured. My condolences to all their families and loved ones. Everyone affected is receiving the necessary medical care. Emergency response efforts are continuing at three locations, with nearly 600 first responders involved. The relevant services are also working in the Odesa region. In total, over the course of this week, Russia has used around 1,450 attack drones, more than 1,640 guided aerial bombs, and 99 missiles of various types against Ukraine. People were injured in the Odesa region and Zaporizhzhia, and there was damage in the Sumy and Chernihiv regions. This week, the Vinnytsia, Dnipro, Donetsk, Zhytomyr, Kirovohrad, Mykolaiv, Poltava, Kharkiv, Kherson, and Cherkasy regions also came under Russian attack. Protection against ballistic missiles is our constant and top priority right now. Interceptors are needed every day, and I am grateful to everyone who takes our agreements seriously and ensures the delivery of anti-ballistic capabilities. Right now, these packages are literally saving lives during every massive Russian attack. It is also essential that pressure on Russia continue alongside our work on anti-ballistic capabilities. Delays in adopting new decisions give Moscow the opportunity to plan not only new attacks against our people, but also ways to circumvent new sanctions. Thank you to everyone who is helping.

The coward in Moscow, who is afraid to meet with President Zelenskyy to end the war, continues to wage a war against civilians. Russia unleashed the largest number of ballistic missiles since the start of the war — around four dozen — in a brutal terrorist attack on the Ukrainian capital, killing and injuring people. We urge appropriate and strong responses. We need devastating pressure on Moscow to end this terror. There can be no pauses in increasing sanctions and isolation of Russia. The 21st EU package must be unblocked now. There can be no pauses in the protection of life. Agreements on additional interceptors must be implemented without delay. Everyone who is holding back these vital protection tools from delivery should know that the cost of delay is measured in human lives. There can be no pauses in our joint work to develop European protection from ballistic terror. We rely on anti-ballistic coalition to advance its work quickly. There can be no decisions to whitewash Russia’s war crimes by restoring its rights in international sports competitions. The blood of Ukrainians is on the hands of the sports bureaucrats taking such immoral steps. Putin will not be stopped through appeasement. He will go further unless he is stopped by strength now. Provide Ukraine with all the necessary means to stop Russia and end the war.

Today, together with Pavlo Palisa, we continued our discussions with the corps commanders defending the most intense sections of the front. Joining us were Brigadier General Dmytro Voloshyn, Commander of the 8th Airborne Assault Corps; Major General Artem Bohomolov, Commander of the 10th Army Corps; Brigadier General Oleksii Maistrenko, Commander of the 11th Army Corps; Brigadier General Yevhen Lasiychuk, Commander of the 7th Rapid Response Airborne Assault Corps; Brigadier General Sviatoslav Zaiets, Commander of the 20th Corps; and Brigadier General Yaroslav Sydorov, Commander of the 17th Corps. Guys, thank you all for your substantive reports. We discussed the nature and specific features of combat operations on the front, particularly in the Sloviansk, Pokrovsk, and Oleksandrivka directions, as well as in the Kharkiv region and other, in many respects, difficult sectors. All of the commanders emphasize the importance of our fair personnel distribution program for combat brigades. The program has been in place since December and has proven its effectiveness in virtually every brigade. We discussed the necessary supply of weapons and equipment for combat operations, carrying out rotations, protecting our logistics, and destroying Russian logistics. We need more long-range artillery – 155 mm shells. We identified the additional assets that must be supplied for mid-range strikes. We will speak with manufacturers and everyone involved in supplying them about additional opportunities. I thank all developers and manufacturers of UGVs. This is an obvious priority for our forces, and supplies must increase. We also reviewed operational information regarding the occupiers’ tasks that the Russians are trying to carry out, and the prospects for our active defense. I especially want to thank Brigadier General Voloshyn for his proposals on scaling up across the corps the work that is already producing results at the brigade level in upgrading equipment and in-house production. I am grateful to Brigadier General Maistrenko for detailing many technical issues and for his substantive description of the difficulties in his sector that must be resolved. I thank Brigadier General Sydorov for his absolutely clear vision of the steps, decisions, and supplies needed in his sector. We will be delivering results. Glory to Ukraine!

The outcome of my talks with Emmanuel and the work of our teams is an important agreement between Ukraine and France – a step that reflects France’s true leadership in defense cooperation with Ukraine, in the interest of all of Europe. The key points: Ukraine will receive licenses to produce very powerful weapons – SCALP missiles, AASM bombs, and Aster 30 missiles in cooperation with Italy. France will also work with us and with other partners on the FREYJA anti-ballistic program – our unique future strength. Ukraine will be the first to receive the new enhanced Franco-Italian SAMP/T NG systems. These are highly effective anti-ballistic systems. France will also provide two SAMP/T batteries to strengthen our defenses already this year. France and Italy will also accelerate deliveries of Aster 30 missiles by October this year. Additionally, Ukraine will procure the first 16 Rafale fighter jets for our combat aviation, along with their weapons package. Training for our pilots and maintenance crews in France is set to begin already this year. After that, the first four Rafale aircraft will be delivered to the Armed Forces of Ukraine. Glad to welcome European Commission President @vonderleyen to Kyiv. Today, on Ukrainian Statehood Day, we are quite rightly devoting considerable attention to our relations with the European Union. We are working to open clusters in Ukraine’s EU accession negotiations. We are now really looking forward to the next European sanctions package – the 21st package – taking effect. We have done a lot to integrate our defense capabilities and production with those of Europe. Today, we also have the first document laying the groundwork for the Drone Deal – a major defense agreement between Ukraine and the European Union. This is a truly historic step in our relations. Going forward, we expect financial support from the EU for our Anti-Ballistic Missile Program. I agree with this. Not to be a conspiracy theorist, but Lindsay Graham was the leading driver of the devastating sanctions bill against Russia. Yesterday, he announced that president Trump agreed to it. He had just returned from Ukraine where it’s not unknown for Russian agents to operate. Russians are expert at administration of poisons that look like heart attacks. All tests should be done immediately to rule out foul play. I’ve seen enough Russian related suspicious deaths to know this is the only course of action

Regarding Senator Graham’s tragic passing, “cardiac arrest” is not an adequate answer. Cardiac arrest tells us how his life ended. It does not tell us why his heart stopped. Given the threat environment, the identities of America’s adversaries, and Senator Graham’s prominent role confronting them, the American people deserve certainty. That means a complete forensic autopsy, preservation of all relevant biological specimens, comprehensive toxicology and histology, and consultation with federal law enforcement and counterintelligence authorities.

We’re sanctioning Russia at speed and scale. Today’s measures, together with the upcoming 21st sanctions package, will add 250 individuals and entities to the Russia sanctions regime. This is our biggest round of individual designations since Moscow’s 2022 full-scale invasion, and includes also the EU’s largest-ever cyber sanctions package. The financial backbone of Russia’s war machine is the main target. Every measure weakens Moscow’s ability to wage war. My doorstep ahead of today’s Foreign Affairs Council ↓
