In cases like this approval must come from NUPRC.
Just like in pharmacy, my premises for operation must be approved by the PCN not just the real estate company.
The same goes for aviation, a particular regulatory body must approve your facility

@LaceVine Engineers aren't the only ones involved. I've seen buildings approved by engineers but still collapsed or design rejected by government regulatory bodies.
Generally, this isn't a safe practice. It may look safe on paper or physically; but is it safe in the long run?

In your previous comments you kept saying "Are you smarter than the Engineers...". In my opinion this is a vague statement.
Buildings like this are complex and require even more regulatory compliance.

I do not just think, I know that anything can happen, proper precaution should be taken. And this my friend is dangerous especially if things go wrong.
