Not sure of the motive here, but pretty strange behavior. Japanese media has covered the rise of car thefts recently by foreign criminal gangs. One technique I saw covered in the news is that gangs will break into car dealerships at night, and then drive off the lot with a bunch of vehicles. Many of the cars can get sold abroad for high prices. Sometimes the vehicles are driven off and then abandoned and the drive recordings will often record the criminals speaking in Vietnamese
