In the early 90s, Mayor Joe Kernan’s housing panel stressed the need for annexation to address shrinking population… a battle ensued ending with the state legislature creating a law ONLY for St Joe County….. essentially making annexation in South Bend impossible! (1/2)

In, “The Block”, hear how this corner (W. Washington & Walnut) was an absolute haven for ALL types of crimes from drugs, prostitution, gambling, etc. Before these houses were built, there were nothing but burned out buildings, storefronts, etc. here.
