Is it simple maths or arithmetic that’s the problem? If an entity, say for example, the Pentagon in the US has failed its 7th consecutive audit, the current administration has been in power for 4. Subtract 4 from 7 and you get 3 years of the previous administration. The first time it ever failed an audit was in 2018. The first time in its history, in an administration with a president that didn’t want to release his tax returns; didn’t want his school reports released and also refused to peacefully handover power.
