The key is in civilian oversight and funding. Cut funding until they have civilian approval ratings and the streets are safe. Half the traffic problem is these guys riding in circles all day looking for someone with expired tags

There is more easy money in traffic tickets then there is in arresting rapists and pedophiles. If the departments pay depended on aresting and convicting criminals we might see some arrests.
