Angela Merkel at HUST / Tongji in Wuhan — September 7, 2019
On September 7, 2019, only a few months before Wuhan became the global starting point of the officially recognized COVID-19 outbreak, German Chancellor Angela Merkel visited the city during her twelfth official trip to China.
The visit is notable because Merkel’s Wuhan itinerary included two institutions that later became highly relevant in the public-health and biosafety context: Huazhong University of Science and Technology, known as HUST, and Tongji Hospital of Tongji Medical College, which is part of HUST.
According to the German Federal Government’s own archive, Merkel’s China trip ended in Wuhan, where she visited Huazhong University of Science and Technology and addressed students. In her speech, she encouraged China’s path toward openness and reform and framed academic exchange as part of the broader German-Chinese relationship. The German government archive explicitly identifies the venue as HUST in Wuhan on September 7, 2019.
The same day, Merkel also visited Tongji Hospital of Tongji Medical College, Huazhong University of Science and Technology. Xinhua documented this visit with a photo caption stating that Merkel visited Tongji Hospital in Wuhan on September 7, 2019. A German-language Xinhua report uses the same institutional wording: Tongji Hospital des Tongji Medical College der Huazhong University of Science and Technology.
This detail matters because Tongji Hospital is not just any hospital in Wuhan. It has a long German-Chinese medical history. The hospital traces its roots to the German physician Erich Paulun, who founded the original Tongji medical institution in Shanghai before it was later moved to Wuhan. Chinese state-linked reporting described Merkel’s visit to Tongji Hospital as part of strengthening medical communication between China and Germany.
So the documented chain is clear:
Angela Merkel → Wuhan → HUST → Tongji Medical College → Tongji Hospital
What must be stated carefully, however, is the later BSL/P3 context. The public record shows that Merkel visited HUST and Tongji Hospital. It does not show that she visited a BSL/P3 laboratory directly.
The BSL/P3 relevance is institutional and chronological: after COVID-19, HUST/Tongji appeared in discussions around Wuhan’s public-health infrastructure expansion and planned high-containment laboratory capacity.
Therefore, the connection should be framed as a pre-COVID diplomatic and medical-institutional visit, not as proof of a direct laboratory visit.
